Position Overview
The Utility Analyst is responsible for analysing municipal and utility billing data to identify billing discrepancies, cost-saving opportunities, tariff optimisation strategies, and consumption inefficiencies across electricity, water, sewer, refuse, and related utility services.
The role focuses on supporting clients through detailed utility account analysis, data validation, reporting, query resolution, and ongoing utility management initiatives. The successful candidate will play a key role in assisting clients to reduce operational costs, improve billing accuracy, and optimise utility consumption across multiple sites and portfolios.
This position requires strong analytical capability, excellent attention to detail, advanced Excel proficiency, and the ability to interpret complex municipal billing structures and tariffs.
Key Responsibilities
Utility Billing Analysis
- Analyse municipal and utility accounts for billing discrepancies and overcharges
- Review electricity, water, sewer, refuse, rates, and related utility accounts
- Validate tariff applications and billing structures against municipal bylaws and tariffs
- Identify abnormal consumption trends and usage irregularities
- Conduct historical billing audits and recoveries
- Verify account calculations, levies, taxes, and charges
Data Analysis & Reporting
- Compile and maintain utility consumption databases and spreadsheets
- Analyse large volumes of utility and consumption data
- Prepare detailed analytical reports and savings summaries
- Generate client-facing reports and presentations
- Track cost-saving initiatives and recovery projects
- Assist with budgeting and forecasting utility expenditure
Client Support & Query Resolution
- Liaise with municipalities, councils, utility providers, and internal stakeholders
- Assist with logging and managing utility-related disputes and queries
- Follow up on account corrections, tariff amendments, and credit recoveries
- Maintain strong client communication and service delivery standards
- Provide analytical support to account managers and consultants
Utility Optimisation
- Identify opportunities for tariff optimisation and utility savings
- Assist with energy efficiency and cost reduction initiatives
- Monitor utility trends and recommend corrective actions
- Support metering and monitoring projects where applicable
- Contribute toward operational efficiency and sustainability objectives
Administration & Compliance
- Maintain accurate records and audit trails
- Ensure all reports and data are updated and correctly filed
- Support compliance with municipal regulations and industry standards
- Assist with process improvement initiatives within the utility analysis division
Qualifications (preferred)
- Diploma or Degree in:
- Finance
- Accounting
- Engineering
- Energy Management
- Data Analytics
- Property Studies
- Environmental Management
- or related field
Experience
- Minimum 2-5 years' experience in:
- Utility analysis
- Municipal billing
- Energy management
- Cost analysis
- Property utilities administration
- Financial/data analysis
- Experience working with high-volume accounts and large datasets is essential
- Previous experience within utilities, property management, facilities management, or energy management environments advantageous
Technical Skills
- Advanced Microsoft Excel skills essential
- Strong numerical and analytical ability
- Experience with utility management systems and reporting tools advantageous
- Understanding of municipal tariffs and utility billing structures advantageous
- Ability to work with large volumes of data accurately
- Strong reporting and reconciliation capability
