Targetprocess Portfolio Governance & Jira Cloud Enterprise Integration
Role Purpose
The Enterprise Delivery Systems Architect will be responsible for leading the architectural design, governance and migration strategy for the organisation's enterprise delivery ecosystem, with a strong focus on consolidating portfolio-level strategic visibility, delivery governance and enterprise reporting capability into Targetprocess.
This role is critical to ensuring the structural integrity of the delivery ecosystem supporting core IT, Digital Commerce, Media, Rewards, FinTech and related technology domains across Africa’s largest retail technology estate.
The successful candidate will define how portfolios, programmes, value streams, governance structures, reporting models and executive visibility are enabled through Targetprocess, while ensuring effective integration with Jira Cloud Enterprise and Jira Plans for PI-level planning and team-delivery execution.
The role requires a senior architect who can operate across enterprise agile delivery, platform migration, delivery telemetry, reporting integrity, governance design and cross-platform integration architecture.
Target-State Context
The organisation is evolving its enterprise delivery tooling landscape to create clearer separation between team execution, PI-level planning and portfolio-level governance.
The target state is as follows:
Jira Data Center is being migrated to Jira Cloud Enterprise.
- Jira Cloud Enterprise, including Jira Plans, will remain the platform for PI-level planning and team-delivery execution.
- Targetprocess will operate as the portfolio-level platform for strategic traceability, enterprise visibility, governance and executive reporting.
- Targetprocess will integrate with Jira Cloud Enterprise to provide trusted, accurate and governed roll-ups across portfolios, programmes, value streams, initiatives and delivery execution.
- Clear source-of-truth boundaries must be established to avoid duplicate administration, reporting inconsistency and delivery friction.
Key Responsibilities
Targetprocess Migration Strategy and Architecture
Lead the enterprise architecture and migration strategy for consolidating portfolio-level strategic visibility, governance and enterprise reporting capability into Targetprocess.
- Assess the current delivery tooling landscape, including Jira Data Center, Jira Cloud Enterprise, Jira Plans, Targetprocess and related reporting and governance platforms.
- Define the future-state Targetprocess operating model across portfolios, value streams, programmes, products, enterprise initiatives and executive reporting layers.
- Establish the required integration boundaries between Targetprocess and Jira Cloud Enterprise.
- Design Targetprocess migration principles, data structures, hierarchy models, workflows, governance rules and reporting frameworks.
- Ensure the Targetprocess migration supports scaled agile delivery, portfolio visibility, delivery traceability and executive decision-making.
- Identify migration risks, dependencies, data quality issues, adoption challenges, reporting gaps and integration requirements.
- Ensure the Targetprocess migration reduces delivery friction and avoids creating duplicated administrative effort for teams working in Jira Cloud Enterprise.
- Partner with delivery, product, portfolio, engineering, architecture, governance and executive stakeholders to ensure the migration is practical, scalable and aligned to business outcomes.
Enterprise Delivery Systems Architecture
Own and evolve the enterprise delivery systems architecture across the organisation's technology delivery estate.
- Ensure delivery platforms support a complex scaled agile environment across 230+ delivery teams and more than 1,600 stakeholders.
- Define the structural design of delivery tooling across Jira Cloud Enterprise team execution, Jira Plans PI-level planning, Targetprocess portfolio governance, value-stream visibility and executive reporting.
- Create alignment between operating model, tooling architecture, delivery taxonomy, reporting structures and governance requirements.
- Ensure the enterprise delivery ecosystem supports visibility across core IT, Digital Commerce, Media, Rewards, FinTech and related business domains.
- Maintain architectural integrity across complex delivery systems while preserving team autonomy.
- Provide architectural direction on how Targetprocess should become the central platform for portfolio-level delivery visibility and governance.
- Ensure Jira Cloud Enterprise remains appropriately positioned as the PI-level planning and team-delivery execution platform.
Jira Cloud Enterprise and Targetprocess Alignment
Define how Jira Data Center, Jira Cloud Enterprise and Targetprocess will coexist during transition and migration phases.
- Support the migration from Jira Data Center to Jira Cloud Enterprise, ensuring alignment with the broader Targetprocess roadmap.
- Define how portfolio-level visibility and governance structures will be consolidated into Targetprocess while PI-level planning and team execution remain in Jira Cloud Enterprise.
- Assess current Jira configurations, workflows, data models, issue hierarchies, boards, reporting structures and integrations.
- Determine what delivery information should remain in Jira Cloud Enterprise versus what should be governed, visualised or managed through Targetprocess.
- Establish clear platform ownership, source-of-truth rules and data synchronisation boundaries.
- Design traceability between Jira Cloud Enterprise execution-level data and Targetprocess portfolio, programme, value stream and executive-level views.
- Define controlled integration and synchronisation patterns between Jira Cloud Enterprise and Targetprocess.
- Ensure data integrity, reporting consistency and governance visibility across the Jira and Targetprocess ecosystems.
Targetprocess Governance, Reporting and Delivery Telemetry
Design Targetprocess-based governance and reporting frameworks across 230+ delivery teams and 1,600+ stakeholders.
- Define how portfolio-relevant delivery data should be structured, classified, governed and reported through Targetprocess.
- Establish reporting integrity frameworks to ensure executive dashboards are accurate, traceable, consistent and trusted.
- Create centralised portfolio-level visibility across delivery health, flow, throughput, dependencies, risks, milestones, incidents, vulnerabilities, defects and compliance obligations.
- Develop Targetprocess dashboarding and reporting principles for portfolio stakeholders and executive leadership.
- Ensure Jira Cloud Enterprise continues to provide PI-level and team-delivery views.
- Enable traceability from strategic objectives through portfolios, programmes, initiatives and epics into features and team-level delivery represented in Jira Cloud Enterprise.
- Reduce manual reporting effort by improving automated data flows, standardised reporting structures and consistent delivery telemetry.
- Support enterprise leadership with meaningful insights into delivery confidence, bottlenecks, risk exposure and business impact.
Scaled Agile Operating Model Enablement
Align Targetprocess configuration and architecture to the organisation's scaled agile operating structures.
- Design portfolio-level information models and relationships that support portfolios, value streams, programmes, products and enterprise initiatives.
- Ensure traceability to tribes, squads and teams operating in Jira Cloud Enterprise.
- Ensure Targetprocess reflects the real operating model of the organisation while enabling improved governance and visibility.
- Support the evolution of agile delivery structures by ensuring tooling, workflows, reporting and governance models are fit for purpose.
- Enable enterprise-wide visibility without compromising the autonomy and speed of individual delivery teams.
- Partner with agile leads, product leaders, engineering leaders, delivery managers and portfolio stakeholders to ensure adoption and usability.
- Help reduce duplication, inconsistent reporting, delivery friction and governance gaps across the delivery landscape.
Cross-Platform Integration Architecture
Design integration architecture across Targetprocess, Jira Data Center during the migration period, Jira Cloud Enterprise as the future-state execution platform, and other enterprise delivery, risk, security, compliance and reporting systems.
- Define data flows, integration principles, APIs, synchronisation rules, ownership models and quality controls.
- Ensure effective integration between execution-level delivery tooling and enterprise-level governance platforms.
- Support traceability across delivery work, vulnerabilities, incidents, defects, risks, compliance obligations and executive reporting requirements.
- Ensure integration architecture provides accurate, timely and trusted delivery data.
- Work with technical teams to validate integration feasibility, data mapping, platform constraints and implementation sequencing.
- Ensure the broader delivery ecosystem remains scalable, secure, supportable and aligned to enterprise architecture principles.
Risk, Compliance and Operational Visibility
Design Targetprocess-enabled portfolio visibility for vulnerabilities, incidents, defects, compliance obligations, audit findings and delivery risks.
- Ensure relevant authoritative systems remain the source of record where applicable.
- Ensure governance models provide the right level of visibility without creating unnecessary process overhead.
- Support traceability between delivery execution, operational risk, security exposure, compliance requirements and business outcomes.
- Partner with security, risk, compliance, operations, engineering, product and delivery leadership to strengthen enterprise oversight.
- Improve reporting transparency across risk and compliance obligations while maintaining practical delivery workflows.
- Enable leadership to identify delivery risk, dependency risk, operational exposure and compliance concerns early.
Stakeholder Engagement and Change Enablement
Engage with senior technology leaders, enterprise architects, delivery executives, portfolio leads, product teams, engineering teams, agile leaders, governance forums and operational stakeholders.
- Translate complex Targetprocess migration and delivery architecture decisions into clear recommendations for executive audiences.
- Facilitate alignment across multiple domains, teams, platforms and stakeholder groups.
