About the position
Postion Summary:
The National Research Foundation (NRF) seeks to make an appointment for the position of Supply Chain Manager who will report to the Managing Director: SAASTA, within Research, Innovation and Impact Support and Advancement (RIISA) at the business unit SAASTA. The position will be based at NRF, Business Unit SAASTA in Pretoria CBD.
Key Responsibilities:
- Efficient, economical, and effective Supply Chain Management service to the Business UnitResponsible for ensuring best practices, standard of specifications and legislative requirements are embedded in all aspects of the Business Units specifications with the primary focus on support and quality assurance of SCM specifications including quality assurance thereof
- Promoting innovation in procurement using a transparent and efficient process that facilitate equal access and open and competitive bidding process
- Explore the use of latest Technology as part of being relevant and current
- Prepare and submit realistic Annual Procurement Plan to Corporate SCM and updates
- Implement and drive strategic sourcing process on strategic projects at Business Unit level
- Ensure and adhere to the correct use of approved forms of contracts for Infrastructure ProjectImplement and drive the SCM Transformation Strategy at Business Unit level
- Compliance with applicable SCM Legislation and SCM Prescripts and RegulationsUnderstanding of principles of accounting and finance
- Collaborate with management to identify problems and find solutions
- Keep detailed records, generate reports, and develop presentations to help management understand the supply chain management perspective
- Build relationships within the company and with external parties, such as suppliers or distributors
- Read and comprehend legal documents, such as contracts or agreements
- Ensure all SCM policies, processes and guidelines are being followed in line with regulations (PPPFA, B-BBEE, PFMA, National Treasury etc
- ) and arrange all necessary training for SCM regulations
- Guide, mentor and develop staff in line with HR policies and procedures
- Streamline job functions, processes, and methods for efficiency within the team
- Compile inputs into the quarterly management reports according to time and quality standards
- Attend to internal and external audit queries as requested
Minimum Qualification:
- Honours Degree / Post Graduate Qualification / Professional Qualification / NQF 8
Minimum Experience:
- Postgraduate (Hons) Degree in Supply Chain Management/Logistics (or equivalent) NQF 8, orPost Degree qualification in Supply Chain Management/Logistics (or equivalent) NQF 7 plus 1-year related post graduate diploma in Management/SCM related qualification
Experience:
- Minimum of 10 years’ working experience within a Procurement, SCM or Logistics environment
- Minimum of 3 years’ experience in a Senior SCM level managing staff
Knowledge:
- Strong leadership with excellent track record of successful management Experience in procurement/ Supply Chain ManagementComprehensive knowledge and understanding of SCM best practices as incorporated into the SCM field and in legislation (Constitution, PFMA, PPPFA and other relevant SCM legislation)
- Demonstrable capability of leading and driving project-based initiatives to completionA comprehensive understanding of internal controlsProfessionalism, integrity and reliabilityExcellent communication skills (verbal and written)Excellent computer skills (Microsoft word, Excel, Power Point, ERP systems)Excellent interpersonal skillsMust be a problem solver and innovativeAnalytical abilityEffective time management skillsAbility to work under pressure (able to prioritise and multi-tasking)Ability to work in a team
