About the position

The salary offer is R636 607.00 CTC per annum.

PRIMARY PURPOSE OF THE JOB:
To implement and maintain effective supply chain management systems and processes in compliance with PFMA & PPPFMA requirements and best practice in order to support the attainment of SAHRA mandate.

KPA 6: Management of Resources

Key Performance Area (KPA):
Business Management:

  • Participate in the development and implementation of long-, medium- and short- term strategic plan for the organization by ensuring that the Procurement Strategy is incorporated into the overall company strategy advising management on current procurement practices and overseeing the implementation of improved system to ensure operational efficiency
  • Develop and maintain annual performance plans and operational plans of the Supply Chain Unit
  • Manage stakeholder relations and communication of SCM related matters
  • Provide support to the CFO's office on ad hoc SCM-related requests from internal and external stakeholders
  • Develop and maintain Supply Chain Management policies whilst ensuring that they are adhered to and in line with required regulations, legislation, accounting standards, good corporate governance and best practice
  • Promote innovations and continuous improvement of services and standards as well as sound knowledge management practices within the division

Demand and Acquisition Management:

  • Scan the environment for commodities and develop effective supplier database and procurement plans
  • Develop cost effective and compliant procurement processes
  • Establish bid specification, bid evaluation and bid adjudication committees and oversee the proper functioning of the committees
  • Contract management including Service Level Agreements and contracts with service providers.
  • Develop policies and internal control measures to improve service delivery
  • Keep abreast with development in SCM legislative environment
  • Conduct a market and industry analysis
  • Implementation of a performance management system/ strategy for SCM processes to ensure improved turnaround time and value for money services

Logistics Management:

  • Develop and implement effective ordering and receipting systems
  • Ensure suppliers are paid within 30 days- Ensure effective and accurate contract management

Moveable Assets:

  • Develop and implement an asset management plan for SAHRA
  • Develop effective movable asset management and safeguarding systems for all SAHRA assets
  • Develop and implement effective disposal strategies
  • Manage the Asset Register for auditing purposes

Audit, Quality Assurance and Risk Management:

  • Conduct Risk Assessments in all supply chain processes and develop mitigating strategies
  • Implement internal control systems to eliminate irregular and fruitless expenditure
  • Ensure all staff are trained and updated on SCM matters
  • The provision of information required by auditors to ensure the audit queries are resolved in time to enable audit reporting
  • Ensure that all audit activities are executed timeously
  • Assist to Compile GRAP and PFMA compliant financial statements on a monthly/quarterly and annual basis for internal and external stakeholders on sections related to Supply Chain Management

Management of Resources:

  • Responsible for the management and effective deployment of available resources (material, financial and human) within the Unit
  • Manage SCM staff in line with all SAHRA policies
  • Provide monthly and quarterly reports for the SCM Unit

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • Bachelor's degree/ B. Tech with specialisation in Finance or Supply Chain Management.
  • Minimum of 8 years' relevant experience, with a focus on the public sector and a minimum of 5 years management experience.
  • Knowledge and experience of the Public Finance Management Act, the Preferential Procurement Policy Framework Act, Treasury
  • Regulations and Supply Chain Management
  • Three year completed articles is a requirement (SAICA)
  • BCOMM (Accounting Honours) or equivalent .

Other skills:

  • Business Administration
  • Financial Management
  • Experience in ERP Systems (preferably ACCPAC or Pastel) is required
  • Ability to compile and analyse financial statements is an added advantage
  • Knowledge and understanding of financial management processes
  • Ability to reduce complex accounting data to succinct reports
  • Ability to work under pressure and deliver on deadlines
  • Team Management, Risk Management, Quality Assurance, Performance Monitoring, Coaching Skills, Relationship Management, Decision Making, Attention to Detail, Delegation, Honesty and Integrity, Problem solving, Monitoring and Controlling, Adaptability.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information to top management, public groups, and/or boards of directors.

NUMERICAL SKILLS:
Ability to interpret complex numerical information and perform high level calculations which involve discounts, interest, commissions, proportions, percentages and volume by using figures and financial information.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PROFESSIONAL REGISTRATIONS:
Three year completed articles is a requirement (SAICA).
BCOMM (Accounting Honours) or equivalent.

LICENSES:
A valid Code EB (08) driver's license

COMPUTER SKILL:
Efficient in the use of Microsoft Office in Excel, Word and Power Point and procurement ERP system is a prerequisite.
