About the position

Supply Chain Administrator (Permanent)

The National Research Foundation (NRF) supports and promotes research and human capital development through funding, the provision of National Research Facilities and science outreach platforms and programmes to the broader community in all fields of science and technology, including natural science , engineering, social science and humanities.

The South African Agency for Science and Technology Advancement (SAASTA) a business unit of the NRF seeks to appoint a suitably qualified individual for the position of an SCM Administrator within the Finance & Admin Unit

Key responsibilities Document management and proper filling of SCM documents including making copies and scanning of tender documents Capture data on the system and update the file accordingly Upload tender document into the website Take and compile minutes of all Bid Committees Arrange and coordinate meetings for the SCM section Prepare and edit correspondence, presentation and other documents Preparation of RFQ/P for purchasing of goods and services Sourcing of quotations in compliance with the regulations Ensuring compliance requirements in terms of SCM thresholds Compile Standard bidding documents for advertising Communicate with the suppliers/vendors to source compliance documents Coordinate the supplier payment process by registering, processing and forwarding invoices from suppliers to Finance for payment Prepare monthly reports according to Treasury or the DTI requirements Maintenance and record keeping of suppliers documents* Perform any ad-hoc duties as required by the Head of SCM

Key requirements National Diploma NQF level 6 in SCM/Public Admin or Finance A minimum of 1-2 years working experience in SCM Experience in the public sector environment will be an advantage. High level Administrative support experience in public sector with high level of interaction with, internal staff members, managerial and outside parties’ e. g. suppliers, third parties etc. This position is an entry level. Practical clerical, secretarial and administrative experience Knowledge and understanding of applicable legislation i. e. Public Finance Management Act (PFMA), PPPFA, Supply chain management policies, procedures, processes, Practices notes and Treasury regulation will be an added advantage. Working knowledge of SCM systemsThe incumbent must demonstrate the following skills:o Advanced computer literacyo Interpersonal and people management skillso Negotiation and conflict management skillso Ability to manage complex and diverse projectso Ability to work independentlyo Managing resources effectively ando Ability to work under pressure
