SUB COUNCIL MANAGER
TCOE SALARY COMMENCING FROM R1,330,547 to R1,798,839 PER ANNUM ? REF NO: CS 61/24 ? BELLVILLE AND KRAAIFONTEIN
Requirements:
- A relevant Bachelor's degree, preferably a Legal/Public Administration/Public Development and Management degree which will serve as an advantage, coupled with proven leadership and management experience at a senior level
- At least eight (8) years' local government experience with a focus on community development
- Extensive project and programme management experience
- Sound knowledge of local government legislation and legislation applicable to the public services, in general
- Ability to lead and interface public participatory processes
- A valid Code B driver's licence with own reliable vehicle.
Key performance areas:
- Manage the administrative processes and systems of the Sub Council through the City's governance structure and relevant legislation and ensure that the transversal management of line functions are facilitated, coordinated, monitored and executed to provide integrated customer centric area-based service delivery, programmes, projects and support to the political structures, line departments and communities
- Identify community needs, development gaps and priorities and facilitate/coordinate development initiatives to enhance an effective customer centric working model
- Ensure resource management of the section i.e. Human Resources, Finance, Asset Management, Administrative support
- Ensure Financial management; i.e. facilitate and manage capital and operating budgets, grants-in aid processes, asset management; in compliance with Council and other legislative policies and procedures
- Ensure the development, implementation and monitoring of projects and programmes in areas of the sub council and facilitate effective public participatory structures
- Management of Sub Council legislative, operational procedural and administrative processes to ensure legislative and governance procedures are implemented
- Coordinate service delivery complaints from the general public, and manage customer relations and enhancing partnerships in communities
- Monitor service delivery and liaise with line directorates within the Municipality to ensure effective rendering of planned services
- Advise the Sub Council Chairperson at Sub Council meetings.
