About the position

JOB DETAILS:
Position: Stakeholder Liaison Officer (Contract).
Unit: Repatriation and Restitution Office (RRO).
Grade: D1.
Salary CTC: R534 728.00 pa.
Period: 24months / 2years.

PRIMARY PURPOSE OF THE JOB:
Identify, develop, maintain relations and liaise with partner institutions, local and international stakeholders, as part of implementing the Restitution and Repatriation Programme (RRP) in terms of the National Policy on Restitution and Repatriation of human remains and heritage objects, the National Heritage Resources Act, No 25 of 1999, and other relevant legislative frameworks.

KEY PERFORMANCE AREAS:
KPA 1: Stakeholder Engagement.
KPA 2: Development of Guidelines for Stakeholder Participation and Communication.
KPA 3: Partnerships for implementation of Restitution and Repatriation Policy.
KPA 4: Communication and Media liaison.
KPA 5: Risk and Financial Management.

KEY PERFORMANCE AREAS:
Stakeholder Engagement:

  • Identify and maintain key stakeholders' database for implementation of National Policy on Repatriation and Restitution of human remains and heritage objects by creating database of all stakeholders and interested parties in the Restitution and Repatriation Programme.
  • Consultations with affected families and host communities.
  • Organize stakeholders' consultative workshops /sessions /events.
  • Identify core areas of cooperation with implementing partners.
  • Identify and communicate with community-based organizations. (CBOs)
  • Liaise with implementing partners to identify and communicate with relevant agencies in host countries.

Development of Guidelines for Stakeholder Participation and Communication:

  • Develop a Repatriation and Restitution Policy implementation communication strategy as a stakeholder consultation framework for Restitution and Repatriation Programme (RRP).
  • Develop Guidelines informing stakeholder/public/community participation about/on implementation of RRO projects to ensure a well-balanced stakeholder participation.
  • Develop Standard Operating Procedure (SOP) for stakeholder consultations and public engagement for the Repatriation and Restitution Programme.
  • Partnerships for implementation of Restitution and Repatriation Policy:
  • Establish and maintain stakeholder relationships with identified relevant RR stakeholders.
  • Develop the implementing partner agreements (Local)
  • Consult families and community structures on repatriation and restitution of remains and heritage objects.
  • Participate in workshops, seminars and other awareness campaigns on repatriation and restitution.
  • Participate in bilateral forums with officials of hosting countries and local authorities.

Communication and Media liaison:

  • Develop a plan for creating awareness campaigns within the Arts and Cultural heritage institutions on restitution of heritage objects.
  • Develop a political consultation plan for national, provincial, local structures and communities on restitution and repatriation.
  • Prepare notices and press statements on repatriation and restitution.
  • Coordinate and report on documentation of events with Media and Communication teams;
  • Prepare and present reports on progress implementation of the RRP.

Risk and Financial Management:

  • Develop Projects budgets; and monitor project expenditure.
  • Identify and manage risk associated to RRO projects/activities to ensure minimal contestation in implementing Repatriation and Restitution Programme.

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
At least an honours degree in Public Relations and Communication, or equivalent qualification; qualification in heritage related field, History, Archaeology, Anthropology, Art History and/ or Museum Studies would be an added advantage.

Minimum of 5 years' work experience in a public relations and communication and/or related industry. Demonstrated experience in working with communities from diverse cultural backgrounds is essential, as well as management of projects that demonstrate applied knowledge of the South African history.

Ability to make presentations and facilitate workshops and briefing sessions, coordinate and handle media briefings, report writing and business correspondence.

NUMERICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LICENSES:
A valid Code EB (08) driver's license.

COMPUTER SKILL:
Computer literacy about the use of Excel, Word, and Power Point. Geographical Information Systems skills also required.
