Postion Summary:
he National Research Foundation (NRF) seeks to make an appointment for the position of Specialist: Organisation Development and Design who will be responsible for implementing and leading the NRF’s organisational design strategy by overseeing job architecture, career path design, and workforce planning. Planning, executing and managing activity assessments and time and motion studies to conduct current FTE analyses and determine future FTE needs. Creating and managing the talent forecasting processes.
Key Responsibilities:
- Translation of the organisational development and effectiveness and People strategy into organisation structure and governance models – more specifically, be responsible for managing the diagnosis, design, delivery and deployment of organisation design initiatives
- Lead the design and delivery of job architecture and develop career architecture with an organisation-wide scope
- Lead the process of workforce gap analyses and assessments to identify gap reduction strategies including an evaluation of operational effectiveness
- Managing and recommending cross-functional operating model designs for strategic initiatives across the NRF, ensuring end-to-end delivery of effective and efficient employee experience
- Managing organisation transformation exercises across the organisation, facilitating operating model analysis and defining roles and ways of working
- Evaluating all Organisation Design submissions and make remedial recommendations
- Reviewing business challenges, business intent and costs of all proposed org structure changes and ensure alignment with existing structures, budgets and Organisational Design Principles
- Engaging with People Partners, Remuneration and business owners to create alignment with business strategy and intent
- Calibrating all new and regraded roles
- Supporting the business in identifying limitations of existing structures and operating models
- Developing and managing the workforce strategic plans that incorporate future requirements and talent succession planning pipeline
- Supporting the line manager in developing workforce strategic plans that incorporate future requirements and succession planning needs
- Supporting line manager in conducting workforce gap analyses and assessments to identify gap reduction strategies
- Developing action plans to implement the strategies and measures for assessing strategic progress, including recruiting, training/retraining, restructuring organisations, contracting out, succession planning, technological enhancements, etc
- Developing comprehensive competency modelling approaches and baseline repositories, including core, technical, and generic competencies; job descriptions per role and draft proficiency levels; map competencies and position job descriptions to the organisation’s career paths
- Facilitating Organisational Development reviews and evaluations and provide feedback on Organisation Development interventions
- Analysing project success, including value creation, ROI and achieving results and outcomes
- Managing comprehensive project plans and reports to be shared with necessary authorities while maintaining confidentiality and data integrity
Minimum Qualification:
- Honours Degree / Post Graduate Qualification / Professional Qualification / NQF 8
Minimum Experience:
- An Honours degree in Industrial, Human Resources Psychology Management, Business Process Engineering, or related qualification
- A master’s degree in industrial psychology, Human Resources Management, Process Engineering, or related qualification is preferred
- Registration with the Health Professions Council of South Africa as an Industrial Psychologist
- Have 5 - 8 years of experience in complex environments, of which 5 MUST be working knowledge and experience of Organisational Design methodologies and principles
- Minimum 2-3 years’ experience in Job Architecture/Career ladder DesignStrong working knowledge and experience of workforce planning, methodologies and principles
Experience:
- Excellent planning and organisational skills; and the ability to prioritise tasks to meet deadlines and effectively manage changing priorities
- Highly developed verbal and written communication skills, including presentation and facilitation skills
- Computer literacy at an advanced level
- Well-developed ability to analyse and interpret complex information to make effective, well-reasoned decisions
- A high level of accuracy and attention to detail
- Proven ability to work independently using sound judgement and initiative and collectively within a team-based environment
