JOB PURPOSE
Oversee the investigative support function and provide strategic and technical guidance to ensure alignment and achievement of the FIC strategic goals.
KEY PERFORMANCE AREAS
Strategic Alignment
•Contribute and implement the strategic vision, objectives and the operational plan of the intelligence unit and clarifies performance expectations for function.
•Determine the deliverables and operational plan for the unit based on the FIC's strategic objectives.
•Make recommendations for adjustment of future strategic objectives to accommodate changes in the FIC's operational environment.
Manage Delivery
•Manage the implementation of the operational plans for the unit to meet its key performance targets.
•Manage and monitor the performance of the intelligence support unit, identifying possible obstacles, and implementing changes to improve efficiency and productivity to ensure that the division achieves its deliverables.
•Adjust plans and resource allocations to accommodate changes in circumstances.
•Expand and maintain the FIC's information gathering capability from legislative and non-legislatives sources.
•Oversee the efficient management of the FICs investigations cycle to support government crime-combatting initiatives.
•Ensure quality assurance and overall integrity of deliverables.
•Ensure that the delivery of products or services is to the appropriate level of quality, on time and within budget.
•Ensure application and compliance to FIC Act to achieve operational objectives.
•Contribute to the development and implementation of FIC/Divisional technology requirements.
Budget Management
•Contribute to the development and implementation of Division's financial and procurement plans.
•Determine the unit's resource requirements and making recommendations for budget planning in accordance with priorities.
•Manage the efficient use of financial and other resources by the team.
Stakeholder Management
•Liaise and consult with government departments and other stakeholders, including accountable institutions, law enforcement authorities, supervisory bodies to facilitate the appropriate application of Monitoring and Analysis duties and obligations, procedures and processes under the FIC Act.
•Identify opportunities to involve government departments, agencies and other external stakeholders.
•Provide technical advice and guidance to government departments, agencies and other external stakeholders on effective implementation on intelligence cycle in line with domestic AML/CFT/CPF policies.
•Contribute to operational management of the FIC by participating in management structures and committees.
•Negotiate and manage service expectations with internal and external stakeholders (e.g., turnaround times, quality standards, escalation routes), and monitor adherence to agreed service levels.
•Build and sustain strategic relationships with key counterparts, ensuring trust, credibility and collaboration, manage conflict, differing priorities and expectations to achieve operational outcomes.
People Management
•Manage delivery and delegate appropriate responsibility whilst retaining overall accountability for those services.
•Develop and manage the implementation of the skills development plan of the team to maintain and enhance skills that ensures achievement of the Division's operational deliverables.
•Coach and mentor the team to improve the ability of the team to deliver on expectations.
•Promote and support career management and development.
•Effectively manage and lead the unit by motivating and enabling teams and ensure roles are clarified.
•Manage the development and implementation of the unit's recruitment plan.
•Manage the integration of all new employees in the unit.
Governance, Risk Management and Compliance
•Manage the development and implementation of operational policies, procedures and systems, in consultation with the other FIC divisions.
•Contribute to the design and implementation of FIC and Division risk management strategies.
•Contribute to the development and implementation of FIC and Division data governance and information management requirements.
•Manage the unit's reporting requirement of its operational deliverables.
•Manage compliance to FIC and divisional policies and procedures (e.g., HR, SCM, Finance etc.).
•Manage information risks-classification of information.
•Manage the development and maintenance if the unit operational policies, procedures, and systems in consultation with other FIC divisions.
•Codify division practises, policies and procedures.
EDUCATION, SKILLS, AND EXPERIENCE
•Bachelor's degree in law, Commerce, Policing or Forensics.
•Certification in Forensics and/or ACFE is advantageous.
•7-10 years' experience in management of technical teams.
•Minimum of 10 years' professional experience in overseeing the investigation cycle.
•7-10 years' experience in criminal investigations and the delivery of evidence.
•At least 8 years' demonstrated experience in converting intelligence into evidence to improve FIC delivery.
•At least 8 years' knowledge and experience in information management, information-gathering tools, and investigative software.
•Excellent interpersonal and liaison skills, including the ability to engage senior government officials.
•Demonstrated ability to prioritise and manage complex operational tasks in a demanding environment.
•Strong service orientation and allegiance to the Republic of South Africa.
•Knowledge of a foreign language is advantageous.
