About the position
Introduction
The position of Senior Manager: HR Strategy is vacant. The Senior Manager: HR Strategy will report directly to the Chief Corporate Services Officer and form part of the Corporate Services Division. The position is based at GEMS Head Office, Pretoria.
The total remuneration package will be between R1 613 106 and R 2 016 382 per annum, based on the Scheme's remuneration Policy.

Duties & Responsibilities
The Senior Manager HR Strategy will be required to perform the following functions within the Corporate Services Division under the supervision of the Chief Corporate Services Officer through the implementation of the following:
Key Performance Areas (KPAs):
- Lead Strategic Human Resource Management: by developing the long-term HR vision, roadmap, and people solutions for the organisation.
- Design and implement performance management strategies and systems, including calibrated frameworks that cascade KPIs, dashboards, and analytics.
- Lead Learning & Development: design leadership and management programmes, establish a learning culture, develop the WSP and ATR, and evaluate ROI.
- Drive Talent Management and Succession Planning: implement talent reviews, pipelines, retention strategies, and career pathways.
- Lead Organisational Design and Effectiveness: conduct structure reviews, enhance role clarity, and develop job frameworks and capability architectures.
- Lead Change Management and Culture Transformation: develop strategies, conduct readiness assessments, and implement engagement approaches aligned to GEMS values.
- Advance HR Analytics and Strategic Workforce Planning: implement predictive analytics, dashboards, scenario planning, and labour cost optimisation.
- Lead Strategic HR Policy Development: develop, integrate, and govern people policies aligned to legislation and business strategy.
- Lead strategic HR projects with strong governance and risk management, ensuring delivery of measurable outcomes.
Desired Experience & Qualification
Qualification requirements are:
- Degree in Human Resource Management or related field.
- Postgraduate degree in Human Resource Management or related field would be advantageous.
- Certification in Organisational Development or Change Management would be advantageous.
- Experience with talent management systems and technologies would be advantageous.
Skills:
- Minimum of 8 years' experience in HR strategy, organisational design, and development.
- At least 5 years' managerial experience within an HR function.
- Extensive knowledge of labour legislation and Codes of Good Practice.
- Advanced understanding of HR practices, procedures, and policy development.
Desirable:
- Experience in the healthcare or medical schemes industry.
Behavioural Competencies:
- Delivers high-quality strategic HR outcomes on time; translates strategy into actionable plans and measurable results.
- Uses data, evidence, and analytics to inform decisions; tests assumptions and evaluates ROI of HR initiatives.
- Communicates complex HR strategy simply and persuasively to executives and staff; produces clear reports, dashboards, and presentations.
- Builds strong cross-functional relationships; facilitates alignment across executives, managers, and committees (EE, WSP).
- Acts with integrity and ensures compliance with labour legislation and governance frameworks; protects confidentiality.
- Shapes executive agendas through insight and credibility; negotiates priorities and secures resources.
- Maintains composure under pressure; owns outcomes and follows through on commitments.
- Balances speed and diligence; makes defensible, evidence-based decisions with clear rationale.
