PRIMARY PURPOSE OF THE JOB:
To coordinate and manage at a national level the functions of the Heritage Resources Management (HRM), Heritage Conservation (HCM) Units, in consultation with the Executive and Senior Management, as it relates to the implementation of the National Heritage Resources Act, No 25 of 1999, and enables effective identification, conservation, protection and promotion of South Africa's heritage resources.

Key Performance Area (KPA):
Implementation of Heritage Legislation and related legislative frameworks:

  • Ensure implementation of the National Heritage Resources Act 25 of 1999 (NHRA); and other related legislative frameworks that affect identification, conservation, protection and promotion of heritage resources.
  • Undertake research and develop heritage resources management policies, guidelines, regulations and standard operating procedure (s) to facilitate, continuously, effective implementation of NHRA.
  • Ensure regular monitoring of the National Heritage Sites, and report on their state of conversation.
  • Develop and implement training workshops/ sessions to assist the Provincial Heritage Resources Authorities; and other role players with implementation of NHRA.
  • Ensure that contraventions, offences, appeals, and penalties as provided for by NHRA are effected to ensure protection and conservation of heritage resources.

Project Management:

  • Develop project plans to implement specific HCM processes.
  • Monitor and report progress on programmes and projects.
  • Deploy project management methodology in planning and monitoring HCM operations.

Management of Heritage Conservation Operations:

  • Participate in SAHRA's strategic planning for organisational annual performance planning.
  • Ensure development of the Heritage Conservation Management (HCM) Units annual operational plans.
  • Regularly monitor and report on operational plans implementation.
  • Monitor and manage progress on programmes and projects.
  • Serve in internal and external committees to ensure that the processes pertaining to heritage conservation management are enabled and aligned to other regulatory frameworks.
  • As part of managing the operations of HCM Units, identify and manage risks that may hamper effective functioning of the Units.

Stakeholder Management:

  • Participate in national and international conferences/seminars/webinars, etc., as part of promoting heritage conservation.
  • Develop, implement, monitor and report on outreach programmes promoting conservation of heritage resources.
  • Establish and manage effective internal and external stakeholder relationships.
  • Facilitate initiatives to promote compliance with NHRA, especially to Section 9.
  • Coordinate stakeholder engagement workshops/consultation session with the affected and/or interested stakeholders, on matters impacting effective heritage resources conservation.
  • Develop and implement effective strategies for engaging relevant stakeholders to further implementation of NHRA processes and related projects.
  • Proactively coordinate engagements with relevant stakeholders enhance multi-disciplinary approach to heritage resources conservation.

People Management:

  • Collaborate with various internal stakeholders to ensure conducive working environment that enables productivity and supports employee wellness.
  • Ensure that on an annual basis the HCM team has performance contracts and performance plans reviews as critical part of supporting and enable team performance.
  • Oversee and monitor HCM team members performance.
  • Provide necessary support to internal and external stakeholders to ensure effective functioning of HRM Team within SAHRA.
  • Through implementation of the performance management system identify training needs for HCM team that facilitates both performance improvement and career [URL Removed] regular performance.
  • As necessary coach, mentor, and train staff.

Financial Management:

  • Ensure that developed HCM budgets are informed by operational needs.
  • Develop and submit project proposal for project funding.
  • Manage costs and expenditure of HCM projects
  • .Manage and report of financial performance of HCM Units on a regular basis.

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • At least Honours degree in heritage management fields including either archaeology, paleontology, museum studies, heritage conservation studies, conservation of built environment, or conservation of maritime underwater cultural heritage; and/or related cultural heritage protection field such African Indigenous Knowledge Systems (IKS) or history. Minimum of 8 years' work experience in the field of Heritage Resources Management and relevant knowledge to protect various types of cultural heritage; These 8 years should include 4 years' work experience at a managerial level.
  • Minimum of 3 years' experience in using the South African Heritage Resources Information System (SAHRIS);
  • Formal training in business management studies, public service administration, or performance management will be added advantage.
  • Proven Project management experience is essential.

LANGUAGE SKILLS:
Ability to read, analyse, and interpret common scientific and technical maps, journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

NUMERICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PROFESSIONAL REGISTRATIONS:
Professional membership or affiliations in heritage conservation and related fields would be advantageous.

LICENSES:
A valid Code EB (08) driver's licence.

Computer Skill:
Computer literacy with regard to the use of Excel, Word, Power Point, MS Teams and in a GIS package such as ArcGIS or QGIS. Experience in using SAHRIS is essential.
