About the position

JOB PURPOSE:

To design and develop programs aimed at improving municipal ICT capability maturity iro of platform applications.
This position is necessary to support the ICT Specialist in the execution of his/her role. Although the role is to support, the Manager must also be able to function independently and be able to represent the organization in various ways.

ROLE CONTEXT:

To provide advice and guidance to municipalities on how to improve their capabilities iro line of business applications, collaboration systems, data and systems integration, data warehousing and business intelligence.

Key Portfolio and Performance Focus Areas

Stakeholder Engagement and Business Relationship Management

  • Identify opportunities for partnerships and collaboration between the company, Local Government and ICT Industry players
  • Facilitate and negotiate business partnerships necessary for enhancement of ICT capacity and capability in Local Government
  • Galvanise support for the development of a Municipal ICT development agenda
  • Solicit and obtain funding for Municipal ICT related programmes
  • Give presentations at various forums on The company's position in relation to Local Government ICT development

Support and Advisory for Business Productivity and Process Automation

  • Define and map process improvement initiatives to be used by Municipalities in organisational development and modernisation efforts
  • Promote and advice municipalities on the use of Business Intelligence and analytics to ensure line of sight (dash board) in business operations
  • Support Municipalities in aligning IT solutions architecture to organisational strategy
  • Assist municipalities with the implementation of an Information Systems (IS) Demand Management Process to govern, review and approve investments and programmes
  • Assist municipalities with the development of a Systems development methodology and IS project management framework
  • Assist municipalities with the development of Standards for systems development

Applications Platform Optimisation

  • Support and guide Municipalities in the implementation ERP systems
  • Assist Municipalities with software audits on ERP systems
  • Promote and facilitate enterprise change and identify gaps and associated risks in the implementation of ERP systems
  • Assist Municipalities with systems and data integration programmes

Support Advice and capacity building.

  • Guide, support and provide professional advice to municipalities in the areas of focus/ professional discipline - refer issues of strategic importance to the Senior Manager
  • Provide hands-on support to strengthen municipal capacity/ improve programme implementation
  • Facilitate the implementation of the capacity building strategy and associated programmes in municipalities
  • Represent municipalities as the "employer" on national/ provincial LGSETA structures
  • Facilitate training programmes/ peer learning sessions in the areas of focus/ professional discipline.

Innovation, Research and Analysis

  • Identify trends within the specific area of speciality through data collection, literature reviews, networking and participation in learning platforms
  • Analysing and interpreting data and the impact of trends in Local Government
  • Utilising available data and researching findings to benchmark and continuously improving practices, processes and standards within Local Government ICT
  • Researching and identifying tools/ models/ methodology to simplify and enhance the practices, processes and standards within Local Government ICT
  • Adapting and influencing the attitude of Municipalities with regard to new developments in improving service delivery
  • Monitoring and interpreting legislative requirements related to the area of Local Government ICT and determining the impact and actions required from municipalities

Programme / Project Management

  • Implement appropriate project management methodologies and disciplines; and manage full project cycle on assigned projects including M&E
  • Plan and integrate programme roll-out to municipalities
  • Develop terms of reference for identified programmes
  • Ensure that projects are implemented against contract specification and payments are based on agreed milestone
  • Identify spin-off projects and opportunities from the programme

Establishment of Enterprise Architecture Capability

  • Drive and position a standardised vision for Enterprise Architecture, which includes the alignment of current and future solutions
  • Design, document, evangelise and govern an Enterprise Architecture that is viable, sustainable and aligned to the needs of Local Government

Qualifications And Experience

  • The successful candidate must be in possession of a relevant Honours's degree
  • At least 7 years work experience of which 4 must have been in a role responsible for strategic planning, implementation and or driving strategic programmes
  • Experience in Local Government and/or the public sector will be an added advantage
  • Knowledge of financial management & budgeting process

Position challenges

  • Internally: Obtaining buy-in and funding support for identified flagship programmes from Executive Management
  • Externally: Negotiating and concluding on partnerships and agreements with various stakeholders

Decision making

  • The incumbent will have to interpret and analyse information and make recommendations for approval by the Specialist: Municipal ICT
  • The incumbent is free to operate within the parameters of the approved policies, procedures and budget.
  • The incumbent must be able to take a decision in the absence of the responsible Specialist: Municipal ICT
  • The incumbent may interpret the application of policies by applying the values of the company and ensuring that policies are implemented within the spirit in which they were intended.
