About the position

SUMMARY OF KEY RESPONSIBILITIES

Analyse tender requirements and specifications, formulating and submission of tender bids, ensuring successful tender submissions whilst providing overall estimating support, project cost analysis and reporting.

REQUIRED MINIMUM EDUCATION / QUALIFICATIONS:

Minimum Education Electrical Engineering Qualification (Diploma/or Degree)
Estimating Qualifications or equivalent advantageous
Additional Qualifications CCS Training advantageous
Advanced Excel Training
Minimum Work Experience 5 years' experience in estimating, project management or electrical engineering design. The five years can be combined between the three disciplines listed above.

SUMMARY OF RESPONSIBILITIES

• Pre-tender stage: Acquiring and analysing tender documents.
• Attend tender briefing.
• Conduct the site inspections.
• Complete the tender evaluation (Bid no bid) document/s for approval (Qual Project Office Reg 3).
• Estimating: Analyse the Bill of Quantities.
• Complete the tender information sheet in detail (Qual Project Office Reg 12).
• Request a workable format for Bill of Quantity from client/consultant. If not available, prepare the high-level Bill of Quantities from the SLD and GA drawings provided.
• Analyse the scope of work request clarification from client or consultant if required.
• Liaise with Tractionel Enterprise project manager or project engineer for further technical input and technical review.
• Convert the Bill of Quantity format into a workable document.
• Liaise with the relevant internal customers for relevant information and assistance (Planning, Draughting, Procurement, SHEQ etc.).
• Preparing the request for quotation documents to supplier/sub-contractors (RFQ).
• Compare and evaluate the pricing and specification (s) of RFQ.
• Pricing of the bill of quantity (material, plant, and labour).
• Be part of the internal reviewing panel of the tender document before submission.
• Action all necessary changes as per the viewing panel identification.
• Electronic archiving of the final tender document.
• Post-tender: Attend public opening meetings.
• Compare and analyse the tender documents against competitors for future tender submission (s).
• Attend clarification meeting during evaluation periods as per invite.
• Liaise with relevant internal parties of the tender submission outcome.
• Coordinate the project handover to the relevant project manager and complete the required internal documentation on lessons learnt.
• Attend to project remodelling with the execution department.
• Attend project kick-off meeting with the client, providing necessary support to the execution team. For EPC projects, clear understanding of technical information offered is required for seamless handover to the execution team.
• Attend weekly/monthly project meeting until the execution team is up to speed with the project.
• Continuous support to the execution team as and when required as the proposals engineer to the project.
