Role Purpose

The Cyber Programme Manager is responsible for leading the planning, coordination and delivery of the cyber security programme across Group.

The role provides end-to-end programme management oversight across multiple cyber security initiatives, including integrated planning, governance, risks, dependencies, resources, milestones and stakeholder engagement across different markets.

The Cyber Programme Manager ensures that strategic cyber objectives are translated into executable roadmaps and delivered in alignment with executive targets, business priorities and the programme governance framework.

The role also provides leadership and coordination to market-level delivery teams, facilitates cross-functional collaboration and produces accurate performance and assurance reporting for executive and governance forums.

Key Responsibilities

Cyber Strategy Execution

  • Lead and coordinate delivery of the Group Cyber Improvement Programme.
  • Ensure cyber strategic initiatives are delivered in alignment with business priorities, Group targets and KPIs.
  • Translate strategic objectives into executable programmes and delivery roadmaps.
  • Coordinate key cyber priorities across Group and market teams.

Programme Governance & Oversight

  • Establish and maintain programme governance frameworks, delivery standards and assurance processes.
  • Provide oversight across multiple cyber strategic initiatives and workstreams.
  • Ensure appropriate governance, reporting and escalation mechanisms are in place.
  • Coordinate executive reporting and governance forums.

Integrated Planning & Coordination

  • Maintain the consolidated cyber programme roadmap.
  • Manage programme milestones, dependencies, risks, interrelationships and delivery priorities.
  • Coordinate activities across multiple workstreams, markets and stakeholders.
  • Support planning and strategy execution initiatives and events.

Strategic Initiative Delivery

  • Provide programme and project management support to strategic cyber initiatives.
  • Monitor delivery against agreed scope, schedule, budget and business outcomes.
  • Coordinate urgent cross-functional priorities, including incident response and operational escalations, where required.
  • Manage urgent priorities as mini-projects when necessary.

Stakeholder Engagement & Executive Reporting

  • Act as the central coordination point for programme communications and reporting.
  • Engage with senior technical and business stakeholders across Group and market environments.
  • Facilitate alignment between Cyber, Technology, Digital & IT, Networks, Group and local market teams.
  • Coordinate CyberSync forums and other stakeholder engagement platforms.
  • Drive collaboration and accountability without relying on direct authority.

Risk, Assurance & Compliance

  • Maintain oversight of programme risks, issues and actions.
  • Track dependencies and ensure timely mitigation and resolution.
  • Support assurance activities and ensure appropriate governance of programme delivery.
  • Ensure deviations and exceptions are appropriately documented and approved.

Benefits Realisation & Performance Management

  • Track programme outcomes, benefits, KPIs and value delivery.
  • Monitor progress against agreed milestones and strategic targets.
  • Produce accurate performance and assurance reports for executive and governance forums.
  • Ensure strategic investments achieve their intended objectives.

Financial & Resource Management

  • Support programme budgeting, forecasting and investment tracking where required.
  • Assist with resource planning and allocation across strategic initiatives.
  • Monitor resource dependencies and potential delivery constraints.

Continuous Improvement & Delivery Excellence

  • Drive adoption of programme management best practices.
  • Promote standardised programme management tools, processes and reporting.
  • Support reporting automation and improved delivery visibility.
  • Capture and implement lessons learned and continuous improvement initiatives.

Core Competencies, Knowledge & Experience

  • Programme Management: Minimum 8 years' experience leading complex programmes and strategic initiatives across large, multi-stakeholder, cross-functional and/or multi-country environments.
  • Strategic Delivery: Proven ability to translate strategic objectives into executable roadmaps and drive delivery against targets, benefits and business outcomes.
  • Governance & Risk: Strong experience in programme governance, risk and dependency management, KPI tracking, benefits realisation and executive reporting.
  • Stakeholder Management: Excellent communication and relationship management skills, with the ability to influence senior leaders and coordinate technical and business stakeholders without direct authority.
  • Cyber & Technology Environment: Good understanding of cyber security governance, risk management and technology environments, preferably within telecommunications or a large enterprise environment.
  • Organisation & Coordination: Exceptional organisational skills with the ability to manage multiple workstreams, priorities and deadlines simultaneously.

Qualifications

Required:

  • 3-year degree or relevant tertiary qualification in:
  • Information Technology
  • Cyber Security
  • Computer Science
  • or a related discipline.

Advantageous:

  • Project Management qualification such as PMP or PRINCE2.
  • Business degree with Project Management experience.
