Division: Supporting Health Initiatives (SHI)

Main purpose of the job:

  • To be responsible for driving day-to-day delivery and performance management of the Enabel-funded Rwanda FDA KWIGIRA project, ensuring that outputs are delivered on time, to quality standards, and in line with defined targets
  • This role operates at the centre of a high-output, multi-stakeholder environment and requires active follow-through, coordination, and performance management across all contributors

Key performance areas:

Project Delivery & Performance Management (Core Responsibility): -           

  • Track and monitor project outputs against defined targets, timelines, and service level expectations
  • Maintain and update project trackers, dashboards, and performance monitoring tools
  • Drive consistent progress across all stakeholders involved in delivery, with active follow-up to ensure commitments are met
  • Identify bottlenecks early and take ownership of driving resolution, including escalation with proposed solutions where required
  • Support implementation of corrective actions where delivery is off track
  • Maintain delivery momentum across structured implementation cycles in high-output environment

Project Coordination & Implementation:-

  • Coordinate project activities in line with the approved proposal and implementation plan
  • Organise and support project inception activities and stakeholder alignment
  • Ensure deliverables are clearly defined, actively tracked and completed within timelines and quality expectations
  • Coordinate structured delivery cycles and ensure alignment across contributors to maintain delivery consistency and throughput

 Stakeholder Coordination & Communication:-

  • Act as the coordination point between SHI, Rwanda FDA, Enabel, and external experts
  • Coordinate and facilitate monthly stakeholder meetings
  • Ensure meetings result in:
  • Clear actions
  • Assigned responsibilities
  • Tracked follow-through
  • Maintain strong, respectful relationships across all stakeholders while consistently following up on actions and ensuring delivery commitments are met

Reporting & Documentation:-

  • Consolidate inputs into monthly technical and operational reports in line with donor requirements
  • Ensure reporting timelines and quality standards are consistently met, with accurate reflection of delivery progress and performance
  • Maintain accurate and audit-ready documentation of project activities, outputs, and decisions

Financial Coordination & Grant Compliance:-

  • Track project expenditure against budget allocations
  • Coordinate and review invoices from external assessors and service providers
  • Ensure submissions are complete, accurate, and compliant before approval workflows
  • Flag financial risks and variances early and follow through to resolution

Risk & Issue Management:-

  • Identify risks affecting delivery timelines or quality
  • Maintain a simple risk log with mitigation actions
  • Escalate issues appropriately with clear recommended follow-through to ensure resolution

Required minimum education and training:

  • Bachelor Degree in Health Systems, Public Health, Regulatory Sciences, Project Management, or related field
  • Post graduate qualification is an added advantage

Required minimum work experience:

  • Minimum 5-8 years’ experience in project coordination or project management in health care
  • Experience in health systems, regulatory frameworks, or public health programmes, including work with African public sector institutions and familiarity with donor reporting requirements would be an advantage

Desirable additional education, work experience and personal abilities:
