About the position
Purpose of the Role
The Programme Manager will lead the planning, execution, monitoring, control, and close out of multiple programmes within the Infrastructure Delivery environment. The successful candidate will oversee project managers, drive performance, mitigate risks, prevent delays, and ensure high quality delivery aligned to strategic objectives.
Key Responsibilities
Strategic Leadership
- Lead multiple infrastructure programmes from inception to completion.
- Ensure alignment with strategic priorities and developmental objectives.
- Drive innovation, continuous improvement, and best practice project management standards.
- Implement corrective actions to improve delivery performance and avoid delays.
Programme Management
- Oversee cost, time, quality, and delivery performance across all active projects.
- Consolidate expenditure, progress, and KPI reporting across programmes.
- Manage integrated planning, scheduling, and performance monitoring systems.
- Ensure successful handover of completed projects to operations, including lessons learned reviews.
- Provide visibility on milestones, timelines, and asset creation targets.
- Balance resources effectively to optimise programme delivery.
Contract and Compliance Management
- Oversee contract management systems, policies, and compliance processes.
- Support appropriate contracting strategies to reduce programme risk.
- Ensure adherence to safety, health, environmental, and quality standards.
- Resolve contractual breaches and non compliance matters timeously.
Financial Management
- Implement robust cost estimation and financial control practices.
- Maintain cost databases and monitor expenditure trends.
- Identify potential overruns and provide early warning signals.
People Leadership
- Lead, coach, and develop programme and project teams.
- Provide mentorship and technical guidance to project managers.
- Identify capability gaps and implement development plans.
- Foster a collaborative and high performance culture.
Minimum Requirements
Qualifications
- Bachelor's Degree in the Built Environment, Engineering, Architecture, Building Science, Construction Management, Quantity Surveying, or related field.
- Professional project management certification such as PMP, PRINCE2 Practitioner, [URL Removed] or equivalent.
Experience
- Minimum 10 years post registration experience in the built environment, preferably within advisory or consulting environments.
- Proven track record managing complex infrastructure projects and programmes.
- Experience leading multidisciplinary teams in high value delivery environments.
- Strong knowledge of standard contracts including JBCC, NEC, and GCC.
- Strong understanding of infrastructure legislation, procurement models, and delivery frameworks.
- Experience working with government systems and public infrastructure delivery processes is advantageous.
Advantageous Qualifications
- Postgraduate Degree in Engineering, Architecture, Quantity Surveying, Construction Management, or related field.
- Postgraduate qualification in Project Management.
- Additional qualification in Occupational Health and Safety.
- Professional registration with relevant industry bodies.
