About the position

The NRF-SAAO seeks to appoint PROCUREMENT OFFICER to play an administrative role in the supply chain management activities within SAAO. The main function of this role is to provide procurement expertise and assist stakeholders in planning, development, sourcing and managing procurement arrangements to effectively meet organisational and business objectives.
Perform Procurement duties for all departments at SAAO

Key Responsibilities:

Organisation Values (Compliance to the Applicable Policy, Procedures, and regulations

  • SCM-related governance policies, norms, standards, frameworks and guidelines Implementation of the PFMA, PPPFA, BBBEE Codes and Regulations, Treasury Regulation

Demand management and demand planning

  • Procurement planning process
  • Market research and benchmarking on commodities

Business process- (Bids, acquisition management)

  • Request for Bid documents or Request for Quotation
  • Evaluation of quotations and in terms of PPPFA policies
  • Manage and contribute secretariat responsibilities to Bid Specification (BSCs), Bid Evaluation (BECs) and Bid Adjudication Committee (BACs)

Contracts (SLA) and admin management

  • Management of contract and submit for assessment to legal services
  • Tracking of service level Agreement (SLA) and safe records of all contracts

Purchase orders and payments

  • Process of order issuing or purchase order, receiving of goods
  • Ensure all payments are verified prior to processing
  • Ensure all payments are processed on time and within 30 days

SCM advisory and support services

  • Consultation and update with unit manager to coordinate demands relating procurement
  • Regular communication with internal (end users) and external stakeholders (suppliers)
  • Assist will all SCM related audit quires

Reporting and Maintaining records

  • Compilation and submission of various Procurement report
  • Monitor and evaluate SCM non-compliance reviews report and preparations of outlines Quarterly Reporting on BIDS, Contracts, Leases to Management

Key Requirements:

Qualification:

  • Bachelor's Degree/Advanced Diploma/Postgraduate Certificate equivalent to (NQF 7) in Finance or Public Administration, Supply Chain Management or similar

Experience:

  • Minimum of 3 years in supply chain management fulfilling procurement roles
  • Experience in ERP/Related Procurement system preferably 3 years
  • 3 years' experience in the public sector procurement will be an added advantage

Knowledge:

  • Solid knowledge and understanding of Public Sector policies, Supply Chain regulations, Treasury Regulations, procurement processes and systems

  • BBBEEA
  • Treasury Regulations
  • CSD
  • Procurement systems
