About the position

Job Purpose
The Payroll Specialist is responsible to oversee the payroll processes. This role involves managing the accurate and timely processing of payroll, ensuring compliance with relevant laws and regulations, and providing quality and effective support to the Executive Management (EXCO) regarding payroll.

Duties:

Payroll Management

  • Responsible for the Management of monthly payroll.
  • Ensure the verification of the capturing of payroll transactions on the accounting system.
  • Quality ensures payroll transactions.
  • Capture and update employee data on the payroll system.
  • Payroll preparation and processing, payroll accounting, tax filing and remittance, benefits.
  • Manage full end to end payroll function.
  • Prepare PAYE returns and reconciliations to SARS and submissions.
  • Prepare and load petty cash and advance requests to the bank.
  • Ensure the accuracy of the information before loading onto payroll.
  • Produce monthly payroll spending information.
  • Ensure monthly Reports and Reconciliations.
  • Conduct and obtain approvals for monthly salary reconciliations.
  • Ensure recording of payroll data reconciles to supporting documents

Payroll Administration

  • Attend to payroll changes namely leave, terminations, overtime, salary adjustments, bonuses and deductions.
  • Provide specialist support and assistance on payroll administration and related deliverables.
  • Produce mock pay slips, as and when required.
  • Prepare monthly reconciliations against SARS statements of accounts.
  • Prepare IRP5 reconciliation as required by legislation and ensure accurate loading of the information namely accurate use of codes and so forth.
  • Prepare reconciliation submissions.
  • Prepare bank reconciliation of the payroll bank account.
  • Prepare monthly reconciliation of advances and recoveries.

Financial Management

  • Provide input in the planning and compilation of the annual budget aligned to the operational plans to support the implementation of set objectives.
  • Ensure the effective implementation, management, and monitoring of the budget, and mitigate and report on any variances.
  • Monitor financial control, budget management and the procurement process to ensure compliance to legislation.
  • Ensure the deployment of proper financial controls to manage the budget.
  • Report on and communicate any cost improvements and shortfalls

Governance and Compliance

  • Ensure compliance to all Finance Policies, Procedures, Guidelines and so forth.
  • Ensure that all irregularities are brought to the immediate attention of the CFO.
  • Ensure that any failure to comply with legislation or corporate governance frameworks is brought immediately to the attention of the CFO.
  • Provide input into the development of payroll policies, procedures and processes.
  • Ensure compliance to all statutory and legal requirements.
  • Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks.
  • Support and provide evidence to all internal and external audit requirements.
  • Review Standard Operating Procedures to ensure business optimisation.

Qualifications

  • B-Degree in Finance/ Accounting / Auditing/Payroll.
  • A postgraduate qualification in Finance or equivalent will be an added advantage

Experience

  • 3 - 7 years' experience in financial accounting payroll, with at least 2 years in a supervisory/management level.
  • South African Payroll Association or any other Payroll related membership would be advantage.
  • Intermediate to advanced computer literacy
  • Must be knowledgeable of SAGE 300 and 200 software packages.
  • Legislative requirement relating to Payroll - SARS / UIF/ COIDA and knowledge of Public Finance Management Act (PFMA)
  • Relevant Policies and Procedures Financial Accounting Principles (GRAP)
  • PAYE Tax legislation Financial and Payroll administration Knowledge of the
  • legal framework of benefits, and taxation.
  • Knowledge of Public Administration
  • Excellent interpersonal and problem resolving skills.
  • Computer literate
