About the position

JOB TITLE: Manager: National Inventory Unit.
DEPARTMENT: Heritage Information, Policy & Skills Development.
LOCATION: SAHRA Head Office - Zonnebloem, Cape Town.
APPROVED GRADE: D1.
SALARY PER ANNUM: R534 278.
CLOSING DATE: FRIDAY, 24 FEBRUARY 2023 AT 4:30PM.

PRIMARY PURPOSE OF THE JOB:
The person in this role is responsible for the management of SAHRA's online heritage management system called SAHRIS (The South African Heritage Resources Information System), and management of the National Inventory as prescribed by Section 39 of the National Heritage Resources Act (Act 25 of 1999).

KEY PERFORMANCE AREAS
KPA 1: Management of Processes relating to management of heritage resources information.
KPA 2: Inform policy in heritage resources information management.
KPA 3: Management and promotion of the SAHRIS.
KPA 4: Stakeholder Management.
KPA 5: Project Management.
KPA 6: Financial Management.
KPA 7: People Management.

KEY PERFORMANCE AREAS:
Management of Processes relating to management of heritage resources information:

  • Maintenance, development and expansion of SAHRIS repository.
  • Overall management of the National Audit Programme
  • Management of other programmes that expand and enrich the inventory of the national estate
  • Implement and monitor programmes to support SAHRA strategic objectives and APP
  • Strategic and operational planning for Unit
  • Drafting of National Inventory annual report
  • Management of process pertaining to Section 39 of the NHRA
  • Development and management of plans and procedures to ensure effective planning and implementation of unit objectives and strategies

Inform policy in heritage resources information management:

  • Facilitate develop and maintain national and organizational policies as they pertain to management of the national estate information
  • Inform and provide input into heritage resources information management policies and procedures.
  • Provide guidance to all internal units and external stakeholders on heritage resources management as it pertains to the National Inventory
  • Develop regulations, national policies, guidelines and procedures for management of the National Inventory

Management and promotion of the SAHRIS:

  • Research and write publications
  • Attendance and presentation at local and international conferences
  • Conduct training with provincial heritage authorities and other state/state supported bodies
  • Development and management of promotional materials

Stakeholder Management:

  • Build partnerships with provincial heritage authorities and other state/state supported bodies
  • Stakeholder liaison and training
  • Serve as a member of the internal and external Committees relating to management of heritage resources

Project Management:

  • Identify relevant projects to enhance management of heritage resource information management
  • Develop comprehensive project plans
  • Implementation and management of unit projects
  • Monitor and report on progress of projects

Financial Management:

  • Identify and source alternatives sources of funding for SAHRIS maintenance and training.
  • Alignment of operation planning to budget
  • Develop and track units budget
  • Manage costs and expenditure within unit
  • Manage costs and expenditure against any funding received from external sources
  • Development and management of unit procurement plans

People Management:

  • Identify job requirements and assign responsibilities within the unit.
  • Identify performance indicators and draft performance contracts for staff
  • Perform performance appraisals as required.
  • Coach, mentor and train unit staff
  • Manage employee relations within the unit

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE

  • Bachelor degree or equivalent in Information Management or any related qualification with a minimum of 3 years' practical experience in a management role in information systems management.
  • A degree in a heritage related field would be an added advantage;
  • Proven applied knowledge and understanding of the heritage resources management sector is critical;
  • Excellent data analytics and reporting is essential; experience in stakeholder engagement and liaison is required; meticulous attention to detail, excellent administrative skills; verbal and written communication skills will complete the profile of the successful candidate;
  • Knowledge and experience in using SAHRIS would be an added advantage.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information to top management, public groups, and/or boards of directors.

NUMERICALSKILLS:
Ability to derive data from SAHRIS and analyses in terms of calculating figures; distribution graphs; proportions, percentages and volume.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LICENSES:
A valid Code EB (08) driver's license

Computer Skill:
Computer proficiency in database management and data analytics applications; as well as to general use of the packages like Excel, Word and Power Point.
