Main purpose of the job:
- To lead day-to-day monitoring, evaluation, data quality, and reporting functions across participating pharmacy sites, ensuring accurate, complete, and timely programme data to support implementation, continuous improvement, and scale-up of pharmacy based HIV prevention and self-care services

Key performance areas:
Technical Strategy Development, Implementation and Oversight
- Develop and monitor the M&E strategy and plan for the programme
- As required, communicate and report on strategy/plan to all stakeholders
- Provide technical oversight of routine data collection systems across pharmacy sites, including AI-enabled digital tools and paper-based registers
- Support the design, refinement, and implementation of data flows linking pharmacies, digital platforms, and central programme databases
- Develop and ensure alignment of indicators, tools, and reporting processes with donor, programme, and regulatory requirements
- Identify and implement efficiencies in data collection, compilation, review, reporting, feedback, and action plans
- Contribute to evaluation activities, learning briefs, and donor or partner presentations as required
- Lead routine data quality checks, including data cleaning, validation, verification, and reconciliation across data sources
- Conduct regular data quality assessments (DQAs) with pharmacy teams and provide corrective feedback and on-site or virtual support
- Develop and maintain standard operating procedures (SOPs) for data collection, storage, and quality assurance
Monitoring, reporting and data analysis
- Oversee, and co-ordinate the timely and accurate submission of data for programme and donor reporting
- Produce timely routine reports (weekly, monthly, quarterly) for internal programme management and external stakeholders
- Analyse service delivery data to generate actionable insights on uptake, initiation, continuation, and service performance
- Contribute data and analysis to learning agendas, scale-up decisions, and implementation improvement cycles
- Fulfil management and other stakeholders’ data requests accurately and timeously
- Assist with adhoc M&E activities (as required)
- Work with other programme team data and research staff to produce datasets and related outputs (as required)
Stakeholder Relations
- Work closely with pharmacy staff, programme teams, and digital partners to strengthen data literacy and reporting practices
- Coordinate and support training and mentoring of pharmacy teams on indicator definitions, data tools, and reporting expectations
- Act as a key liaison between implementation, clinical, digital, and management teams on M&E matters
- Support pharmacies with target setting initiatives
- Maintain accurate records to document processes and output
Staff Management
- Attend to all staffing requirements and administration
- Participate in the recruitment processes of district-based SI staff (including the development and marking of competency assessments)
- Take ownership and accountability for tasks and demonstrate effective self-management
- Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
- Maintain a positive attitude and respond openly to feedback
- Take ownership for driving own career development by participating in on-going training and development activities such as conferences, workshops etc
Required minimum education and training:
- Degree in Public Health, Epidemiology, Biostatistics, Health Information systems, or a related discipline
- Strong proficiency in Microsoft Office, with advanced skills in Excel for data analysis, cleaning, and visualisation, and PowerPoint for clear presentation of findings
- Demonstrated ability to analyse routine programme data and translate results into actionable insights for programme improvement
- DHIS training and experience required
Required minimum work experience:
- Minimum of four years’ experience in donor reporting and data management within a public health, HIV, or SRH programme
- Demonstrated experience in routine data collection, cleaning, analysis, and data quality audits across multiple service delivery points
- Working knowledge of DHIS and related Department of Health reporting systems is required
- Proven ability to produce clear, high-quality reports for internal management and external donors, including PEPFAR or similar funders
Desirable additional education, work experience and personal abilities:
- Experience supporting target setting, routine performance monitoring, and delivering training or capacity-building to implementation teams
- Knowledge of private pharmacy data systems and experience in [URL Removed] or [URL Removed] and advantage
- Proactive and solutions-oriented, with the ability to positively influence practice and foster effective working relationships across Ezintsha and partner organizations, including pharmacy teams and technical partners
- Able to work effectively in dynamic and complex programme environments, manage competing priorities, and deliver high-quality outputs under pressure
- Highly organised, methodical, and detail-oriented, with a strong commitment to data accuracy and continuous improvement
