Introduction
The position of Monitoring and Evaluation Analyst is vacant. The Monitoring and Evaluation Analyst will report directly to the Monitoring and Evaluation Specialist and forms part of the Office of the Principal Officer Division. The position is based at Head Office in Pretoria.
The Total remuneration package for this position is between R641,679 and R802,027 per annum, negotiable based on qualifications and experience.

Overview:
The Monitoring and Evaluation Analyst supports the development and implementation of GEMS' performance monitoring frameworks and tools. The role analyses data, prepares performance reports, and provides insights to support evidence-based decisions, organisational learning, and continuous improvement.
Duties & Responsibilities
The Monitoring and Evaluation Analyst will be required to provide support to the Strategy Specialist: Monitoring and Evaluation in the Office of the Principal Officer through the implementation of the following:
- Support the development, implementation, and continuous improvement of the scheme's Monitoring and Evaluation (M&E) frameworks, systems, and tools.
- Support the monitoring of the organisational, divisional, and strategic performance against the strategic objectives, Annual Performance Plan (APP), divisional plans, , KPIs, and targets.
- Collect, analyse, validate, and interpret quantitative and qualitative performance information to support evidence-based decision-making and organisational accountability.
- Conduct performance reviews, trend analyses, and variance analyses to identify risks, gaps, and opportunities to support continuous performance improvement.
- Support the development of Theory of Change models, logic frameworks, indicators, Technical Indicator Descriptions (TIDs), and results-based management tools.
- Coordinate data quality assurance processes and validation of performance information and supporting evidence to ensure reliability, integrity, and compliance with governance standards.
- Assist in the preparation of monthly, quarterly, and annual performance reports for MANCO, EXCO, and Board of Trustees.
- Support evaluation studies, impact assessments, benchmarking exercises, and strategic reviews, and performance audits.
- Design and maintain results-based frameworks that map strategic inputs, activities, outputs, outcomes, and impact to ensure clear performance measurement, accountability, and evidence-based planning
- Support the development and maintenance of dashboard reporting tools, KPI tracking systems, and performance reporting frameworks.
- Provide technical support to divisions on performance information management, reporting standards, and performance monitoring processes.
- Support stakeholder coordination and organisational learning initiatives aimed at strengthening performance management and monitoring systems.
- Support the implementation of remedial actions and performance improvement initiatives to address identified performance gaps.
- Assist in fostering a culture of accountability, continuous learning, and results-based management.
Desired Experience & Qualification
Qualification requirements are
- Diploma (Degree Beneficial) in Monitoring and Evaluation, Business Administration, Statistics, Economics, Accounting, Health Sciences, or related field.
- Minimum of 2- 3 years' experience in monitoring and evaluation, strategic planning, performance management, research, or data analytics.
- Postgraduate qualification in Monitoring and Evaluation, Public Health, MBA, or Data Analytics will be an added advantage.
Skills
- Knowledge of monitoring and evaluation methodologies, logical frameworks, Theory of Change, and results-based management principles.
- Strong analytical and critical thinking skills with the ability to analyse complex performance data and translate insights into actionable recommendations.
- High attention to detail and commitment to quality assurance in data collection, analysis, and reporting.
- Above-average proficiency in Microsoft Office (Excel, PowerPoint, Word) and data visualisation/reporting tools.
- Experience with dashboard development, KPI tracking systems, and data management tools would be advantageous.
- Excellent written and verbal communication skills, including report writing and presentation development.
- Strong organisational, planning, and time management skills.
- Ability to work under pressure, manage multiple deliverables, and meet strict deadlines.
- Strong stakeholder engagement and collaboration skills.
- Must have a valid driver's license, own vehicle, and be willing to travel at short notice.
