About the position
Postion Summary:
The National Research Foundation (NRF) seeks to make an appointment for the position of Manager: Strategy and Planning, who will report to the Senior Manager: Planning, Monitoring Evaluations and Policies within the Digital Transformation Division.
Key Responsibilities:
- Lead and manage the design, development and implementation organisation wide planning processes to deliver Strategic Plans, Annual Performance Plans and Operational Plans of NRF to ensure compliance with statutory and internal requirements
- Implement processes and associated procedures for the Strategy and Planning functions to enable the organisation to have an accurate, relevant and reliable knowledge about its strategic direction, desired developmental impact it aims to contribute to, outcomes for its customers and beneficiaries, outputs that it must deliver, its interventions, processes and activities as well as, assignment of responsibilities for execution
- Manage the design, implementation and maintenance of Strategy and Planning processes within the overarching NRF Planning Monitoring and Evaluation framework/s to ensure efficient and effective delivery of reports and presentations
- Manage processes for preparation and quality control for responses and submissions for accounting to Executive Authority and Parliament
- Manage the development of plans to ensure compliance with statutory requirements and achievement of the strategic direction of the organisation and its mandate
- Collect, analyse, review, assess and interpret data, information and requirements for meaningful integration to into Strategy and Planning processes, strategic plans, annual performance plans, operational plans, divisional plans and performance scorecards and other outputs of Strategy and Planning function
- Synthesise inputs and discussions from across the organisation into clearly written organisational plans and presentations of different types
- Collect and preserve records that demonstrate traceability, observance of due process and support the disclosures and critical statement of commitments regarding material items in organisational plans and reports
- Continuous track alignment of NRF strategic focus to Government mandate, best practises and strategic drivers within the National System of Innovation (NSI) and make changes to NRF systems
- Manage the operational relationship between management and government stakeholders (DSTI, National Treasury, Parliament) and internal departments
Minimum Qualification:
- Bachelors Degree / Advanced Diploma / NQF 7
Minimum Experience:
- Degree qualification (NQF 7) in Business Sciences/ Natural Sciences
- Postgraduate degree in Management/Business Sciences is advantageous
- 5 years of work experience in the coordination and facilitation of S&P processes and development of organisational reports and plans, of which 3 years of management experience leading planning, monitoring, strategy and reporting functions in a public service at organisational level or involving multiple business units
- Exposure to senior level operations management with respect to interactions with oversight structures, organisational performance, business processes, accountability, dealing with audits and administration
- Good understanding of the statutory requirements for Strategy and Planning in public entities and applicable frameworks Knowledge of the latest Strategy Management concepts, methods, models/frameworks Writing of plans and scorecards for use by different levels of management, the Board, Parliament and the Public to exercise oversight and ensure accountability
Experience:
- Exposure to research administration and analysing complex informationExposure to developing strategy, planning and setting priorities, at an agency/system level
- The South African public sector environment with special focus the governance of public entities
Knowledge:
- Knowledge of the South African Higher Education System
- Knowledge of the South African National System of Innovation
- Knowledge of the South African public sector environment with special focus on the planning, monitoring and evaluation in public entities
