JOB PURPOSE

Manage and coordinate activities of internal and external stakeholders to support the division's output in support of respective legislative obligations and the Financial Intelligence's Centre's mandate

Delivery and success
• Build network of relationships across functions to achieve goals and objectives
• Represent Monitoring and Analysis in different forums/interactions and ensure information exchange and build and maintain professional internal and external relationships with the FIC.
• Support activities to combat crime, update senior management accordingly and offer and assist with solutions where required.
• Work in conjunction with other divisions within the FIC, government departments/agencies and relevant role-players to ensure alignment of effort in support of complete and accurate output and informed decision-making.
• Provide oversight and guidance to projects/initiatives of high importance. Support and coordinate the activities of task teams to combat proceeds of crime and terror financing.
• Support activities related to the registration and updating of Authorised Officers and solicit feedback regarding the use of Divisional products/services shared.
• Continuously obtain feedback from stakeholders regarding usefulness of FIC products and actions undertaken.
• Advise and support MOU (mutual agreements of understanding) conclusion and implementation.
• Interaction with institutions to improve relevance in relevant reporting and offer clarity on processes where required.

• Developand execut delivery plans within policy, precedent, and standards to achieve objectives and reporting on achievements in terms of work plans as and when required.
• Makes changes to improve performance and reduce risk.
• Anticipates and resolves problems to ensure targets/output are achieved within agreed deadlines and standards.

People management
• Manage output and assist project team(s) using own judgment and experience to offer independent, prompt solutions to a variety of highly complex investigative assistance and the ability to act within defined freedom, exercising appropriate options in terms of risk management.
• Manages workflows and plans.
• Ensures clarity around accountabilities.
• Ensures that the functions objectives are well known and achievable.
• Ensure that the areas objectives are met by scheduling and prioritizing the activities, allocation of work, resourcing, and individual's performance so that the highest level of output and quality is achieved.
• Leadership of subordinates so that they collaborate competently and with full commitment with manager and with others in pursuing the goals set.
• Performance is actively managed.
• Encourages and enables teamwork.
Planning and organizing
• Directly plans and reports on units outputs; Identifies any possible deviations and problems which will affect output and develops and implement alternative plans.
• Develops and plans functional unit's quarterly plan in line with the area's annual.
• Reports on work plans - achievement of quantity, quality, and time targets.

Resources management
• Manage allocated resources to ensure effective and efficient delivery.
• Makes recommendation on resources and budgetary requirements for annual planning purposes.
• Controls costs through effective management of principle business or operating process variables.
• Operationalizes plans and deploys resources to meet clearly calculated plans and objectives over a typical bi-annual horizon.
• Ensure optimisation of resources and control cost where needed and report on the utilisation of the FIC's financial intelligence products.

EDUCATION, SKILLS, AND EXPERIENCE

• Relevant degree (Law or legal studies / Criminology or Criminal Justice or Investigation / Commerce / Business Administration)
• A postgraduate (NQF8) qualification or higher will be advantageous.
• A minimum of 10 years relevant experience (investigation/law enforcement support OR regulatory environment experience and practical experience in the field of combatting proceeds of crime is a prerequisite).
• Ability to gain cooperation and persuasion of others based on relevant experience and applied skills
• Display and apply advanced knowledge and experience in working with domestic criminal justice stakeholders and an understanding of the domestic and financial regulatory framework.
• A minimum of three years managerial / senior official experience is required
• A basic understanding of the Constitution / Criminal Procedure Act / the intelligence cycle / the Financial Intelligence Centre Act and the Proceeds of Crime Act and Protection of Constitutional Democracy against terrorist and related activities act.
• Sound knowledge and experience using the Microsoft office suite and Excel is a prerequisite.
• Excellent writing and presentation skills
