About the position

Postion Summary:
The National Research Foundation (NRF) seeks to make an appointment for the position of Manager: Policies, Monitoring and Evaluation Systems within Digital Transformation Division. Reporting to the Senior Manager: Planning, Monitoring Evaluations and Policies, the incumbent will be responsible to coordinate and manage the design, development and maintenance organisation’s corporate policies and system/s for monitoring progress against mandate, plans and internal requirements of the Board and Management and create awareness within the organisation.

Key Responsibilities:

  • Lead and manage the development and maintenance of the NRF Policies, including directives, frameworks, guidelines, and procedures
  • Implement processes and associated procedures for management of the NRF Policies to enable the organisation to have established clear organisation position on national socio-economic policy matters and sets robust rules of conduct and delegation of powers of authority that are relevant, current and facilitate compliance, mitigate business risk and enhance performance
  • Provide for direction and standardisation of requirements, processes, and schedules for policies development and maintenance due processes that cover the several types of organisational rules and positioning documents by all levels of the organisation
  • Develop and manage processes for the development of organisation’s success and performance indicators to enable the organisation to develop its plans, monitor its success and performance as well as facilitate accountability
  • Develop and maintain a comprehensive suite of performance indicators for use in different accountability documents and performance scorecards
  • Communicate and create awareness of the organisation performance indicators and promote their inclusion in plans, reports, scorecards, and dashboards
  • Initiate process to develop, benchmark and continuously improve the coverage and robustness of performance indicators
  • Manage the approval process for new policies through Company Secretary, as well as the review and maintenance processes for key organisational policies, frameworks and Standard Operating Procedures
  • Monitor, Review and Evaluate Policy Implementation and its Impact on Service Delivery and PerformanceDefine the business requirements of performance information management system in collaboration with ICT solutioning functions
  • Provide expert advice on Policy management initiatives and monitoring and evaluation systems

Minimum Qualification:
  • Bachelors Degree / Advanced Diploma / NQF 7

Minimum Experience:
  • 5-8 years
  • Degree qualification (NQF 7) in Business Sciences
  • Postgraduate degree in Management/Business Sciences is advantageous
  • 5 years of work experience in the coordination and facilitation of M&E processes and development of organisational reports and plans, of which 3 years of experience in governance, planning and M&E functions in a public service at organisational level or involving multiple business units
  • Exposure to senior level operations management with respect to interactions with oversight structures, organisational performance, business processes, accountability, dealing with audits and administration
  • Good understanding of the statutory requirements for Planning and Monitoring in public entities and applicable statutory frameworks
  • Experience in the development and application of organisational policies Good understanding of relationship between strategic direction, policies, legal compliance and organisational ethics and performance Knowledge of the latest Strategy Management concepts, methods, models/frameworksValuable experience in facilitation of the development of business requirements for purposes of automation and business improvement

Experience:
  • Exposure to research administration
  • Exposure to management systems, such as quality management systemsExposure to policy development at an entity/ system level

Knowledge:
  • Knowledge of the South African Higher Education System
  • Knowledge of the South African National System of Innovation
  • Knowledge of the South African public sector environment with special focus on the planning, monitoring and evaluation in public entities

  • Applying broad and/or deep knowledge and experience of Policy Formulation and Organisational Performance Management Systems
  • Technical competence in compiling plans and performance scorecards for use by various levels of management, and strategic oversight by the board and internal policy owners
  • Proven management experience including financial, human resource and business process management
  • Operations management with respect to management systems, planning, audits and administration
  • Managing stakeholder relationships within the scientific community, industry and government
