PRIMARY PURPOSE OF THE JOB:
To coordinate and manage at a national level the functions of the Development Applications Unit (section38), in consultation with the Executive and Senior Manager, HRM teams and other internal and external stakeholders in as far it relates to the implementation of the National Heritage Resources Act, No 25 of 1999.

Key Performance Area (KPA):
Implementation of national Legislation, Regulations and Policies:

  • In consultation with relevant internal stakeholders determine the need to develop or review heritage management regulations, policy, guidelines that are related to protection and conservation of heritage resources in as far as developments are concerns.
  • In collaboration with Senior Manager advise on Section 38 policies, ethics, standards, and other relevant provisions of the heritage legislation.
  • Inform HPU and Legal about reported offences under the National Heritage Resources Act, No 25 of 1999 (NHRA).
  • In collaboration with Development Applications Unit (DAU) team and HRM team ensure that all compliant cases received are processed within stipulated regulated timeframes.
  • Develop and implement a training workshops/ sessions to assist the Provincial Heritage Resources Authorities; and other role players with implementation of NHRA.
  • Research and develop Heritage Management Policy, guidelines, regulations and standard operating procedure (s) to facilitate effective execution of DAU functions.

Project Management:

  • Develop project plans to implement specific DAU processes.
  • Monitor and report progress on programmes and projects.
  • Deploy project management approach in planning and monitoring DAU operations.

Management of DAU Operations:

  • Identify programmes to support SAHRA's strategic objectives and APP.
  • Collaborate with the internal Heritage Resources Management (HRM) Teams to develop the Unit's annual operational plan.
  • Align operational plan to budget.
  • Quarterly reporting to Senior Manager and PME per scheduled timeframes.
  • Ensure that necessary fieldwork is planned and undertaken safely.
  • Serve in internal and external committees to ensure that the processes pertaining to implementation of NHRA Section - 38 are enabled and aligned to other regulatory frameworks.
  • As part of managing the operations of the Development Applications Unit, identify and manage risks that may hamper effective functioning of the Unit.

Stakeholder Management:

  • Participate in national and international conferences.
  • Identify and implement outreach programmes to promote compliance to NHRA with respect to S38.
  • Coordinate engagement workshops/consultation session with the affected and/or interested stakeholders, especially practitioners and institutions directly affected by the implementation of NHRA section-38 processes.
  • Develop and implement effective strategies for engaging relevant stakeholders to further implementation of NHRA section-38 processes and related projects.
  • Identify stakeholders training needs for the effective use of SAHRIS in processing section-38 applications, and coordinate training provision.
  • Collaborate with various internal stakeholders to ensure effective management of the Development Applications Unit and its processes.
  • Proactively coordinate engagement of relevant stakeholders for processing of multi-disciplinary NHRA section-38 applications within the context of legislative frameworks; and principles.

People Management:

  • Ensure that on an annual basis the DAU team has performance contracts and performance plans.
  • Conduct quarterly performance reviews.
  • Oversee and monitor DAU team members performance.
  • Provide necessary support to internal and external stakeholders to ensure effective functioning of DAU within SAHRA.
  • Through implementation of the performance management system identify training needs for DAU team.
  • As necessary coach, mentor, and train Unit's staff.
  • Promote knowledge and application of SAHRA's human resources policies to enable employee relations that support employee wellness and work productivity.

Financial Management:

  • Develop the Unit's budgets.
  • Manage costs and expenditure against budget of the Unit.
  • Manage and report of financial performance of the Development Application Unit on a regular basis.

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • At least Honours degree in Archaeology or Paleontology; and/or related cultural heritage protection field focusing on Heritage Resources Management.
  • Minimum of 5 years' work experience in the field of Heritage Resources Management focusing on developments and protection of cultural heritage;
  • These 5 years should include 2 years' work experience at a managerial level and/or managing project teams.
  • Minimum of 3 years' experience in using the South African Heritage Resources Information System (SAHRIS);
  • Extensive understanding and experience on how National Environmental Management Act (NEMA) provisions promote/enable protection of cultural heritage is critical for this role.

LANGUAGE SKILLS:
Ability to read, analyse, and interpret common scientific and technical maps, journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

NUMERICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PROFESSIONAL REGISTRATIONS:
Professional membership or affiliations in heritage conservation and related fields would be advantageous.

LICENSES:
A valid Code EB (08) driver's licence.

Computer Skill:
Computer literacy with regard to the use of Excel, Word, Power Point, MS Teams and in a GIS package such as ArcGIS or QGIS. Experience in using SAHRIS is essential.
