Salary scale is 534 278.00 per annum.

PRIMARY PURPOSE OF THE JOB:
To coordinate and manage, at a national level, the functions of the Burial Grounds & Graves Unit in consultation with the Executive and Senior Manager, HRM teams and other internal and external stakeholders in as far it relates to the implementation of the National Heritage Resources Act, No 25 of 1999 towards identification, conservation protection, and promotion of burial grounds and graves of heritage significance.

Key Performance Area (KPA):
Implementation of national heritage Legislation, Regulations and Policies:

  • Determine the need to develop or review heritage management regulations, policy, guidelines that are related to protection and conservation of burial grounds and graves of heritage significance.
  • Advise on Section 36 policies, ethics, standards, and other relevant provisions of the heritage legislation
  • Report on offences under the National Heritage Resources Act, [URL Removed] of 1999 (NHRA).
  • Ensure that all cases received are processed within stipulated regulated timeframes.
  • Develop and implement a training workshops/ session - NHRA
  • Research and develop Heritage Management Policy, guidelines, regulations and standard operating procedure
  • Oversee and manage the implementation of relevant sections of NHRA and monitor BGG resources.
  • Permitting of activities under the Act, with specific reference to Sec 36 of the Act.
  • Provide technical information/ assistance for declaration of burial grounds and graves that may be nominated for National Heritage sites consideration.

Stakeholder Management:

  • Actively maintain relationships and partnerships with SAHRA clients, and various stakeholders including communities and advise on matters of heritage significance relating to protection of BGG.
  • Identify institutions/partners that can collaborate with SAHRA to further protection and conservation of burial grounds and graves.
  • Collaborate with internal and external stakeholders in the heritage resources management sector.
  • Produce promotional material (e.g. pamphlets, brochures, publications, etc) to raise awareness.

Management of Burial Grounds & Graves (BGG) Unit's operations:

  • Develop, monitor and report on implementation of Unit operational plan on scheduled timeframes and annually.
  • Monitor and report on operational budget, and expenditure of the Unit.
  • Provide necessary support to internal and external stakeholders to ensure effective functioning of BGG within SAHRA
  • Ensure field work is undertaken safely and according to relevant regulations.

Project Management:

  • Develop project plans for identified BGG projects.
  • And ensure effective monitoring and reporting for successful completion of the project.
  • Manage service providers who will be rendering services to SAHRA with respect to BGG projects.
  • Effectively perform functions of the project manager with unit's projects.

People Management:

  • Develop and monitor performance management plans and contracts for members of the BGG Unit team within scheduled timeframes.
  • Promote implementation of SAHRA 's performance management system.
  • Through implementation of the performance management system identify training needs for BGG Unit team.
  • Promote knowledge and application of SAHRA's human resources policies in support of employee wellness and work productivity.

Financial Management:

  • Develop the Unit's budgets and management of it.
  • Manage and report of financial performance of the BGG Unit on a regular basis.

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • At least Honours degree majoring in History; or IKS or equivalent heritage management qualification and/or related cultural heritage protection field.
  • Minimum of 5 years' work experience in the field of Heritage Resources Management focusing on protection of cultural heritage; These 5 years should include 2 years' work experience at a managerial level and/or managing project teams.
  • Minimum of 3 years' experience in using the South African Heritage Resources Information System (SAHRIS);
  • Extensive understanding and experience in managing various stakeholders and communities is critical for this role.

Other skills required:
- Heritage Resources Management
- Knowledge and application of heritage legislation in South Africa
- Knowledge of environmental management legislations as it relates to heritage resources management processes
- Applied knowledge and experience in using the online content management systems like South African Heritage
- Resources Management System (SAHRIS) is essential.

LANGUAGE SKILLS:
Ability to read, analyse, and interpret common scientific and technical maps, journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

NUMERICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PROFESSIONAL REGISTRATIONS:
Professional membership or affiliations in heritage conservation and related fields would be advantageous.

LICENSES:
A valid Code EB (08) driver's licence.

Computer Skill:
Computer literacy with regard to the use of Excel, Word, Power Point, MS Teams and in a GIS package such as ArcGIS or QGIS. Experience in using SAHRIS is essential.
