Job Description: We are seeking a highly experienced Maintenance Engineer specializing in Turnaround & Inspection (T & I) to join our team in Saudi Arabia. The ideal candidate will have extensive experience in the Oil & Gas Downstream sector, particularly in Refining & Petrochemicals. This role involves planning, executing, and managing turnarounds, ensuring optimal performance, safety, and cost-effectiveness.
Minimum Job Requirements:
- Experience: Minimum 12 years in Turnaround Management, including planning and execution in the Oil & Gas Downstream sector.
- Software Proficiency: Experience with turnaround planning software such as Prometheus, ROSER, Primavera P6, and other end-to-end solutions.
- Knowledge: Familiarity with turnaround stage gated concepts and conducting turnaround assurance.
- Competitiveness: Understanding of Solomon indices related to turnaround performance.
- Budgeting: Experience in turnaround budgeting and cost optimization.
- Contracting: Proficiency in contracting strategy, contract scope preparation, and technical bid evaluation.
- Materials Management: Experience in turnaround materials and resources management.
- Close-out Activities: Ability to conduct critique, develop post-turnaround reports, and document lessons learned.
- Risk Management: Experience in turnaround risk management.
- Cost Benchmarking: Preferable experience with Solomon cost benchmarking.
- SAP Proficiency: Required.
- Certification: Project Management Professional (PMP) preferred.
Preferred Education:
- Degree: BS in Mechanical Engineering.
Work Experience:
- Assist/Lead turnaround assurance reviews or cold-eye reviews of turnaround preparation for various facilities.
- Review progress and quality of deliverables during the turnaround lifecycle and phases, providing recommendations for improvements.
- Influence and motivate turnaround planning teams to implement best practices and lessons learned to enhance quality, safety, and competitiveness.
- Review implementation of stage-gated turnaround processes in different facilities.
- Assist/Conduct risk management workshops for turnarounds.
- Assist/Conduct scope and schedule challenge workshops for turnarounds.
- Review Key Performance Indicators for turnarounds.
- Stay updated on new technologies to improve turnaround performance.
- Lead and manage Community of Practice to disseminate best practices and knowledge across refining and petrochemical assets.
Preferred Certifications:
- FE, PE, API, NACE, or ASME.
Preferred Skills:
- Develop and coordinate maintenance programs, procedures, and systems across maintenance activities.
- Participate in major Turnaround & Inspection (T & I) and emergency plant shutdowns, focusing on planning, scheduling, quality assurance, and execution.
- Provide technical support to maintenance teams by developing repair procedures and monitoring ongoing repairs.
- Lead or participate in scope development, contract strategy development, technical bid evaluations, and procurements.
- Review and approve repair procedures to ensure compliance with industry standards and best practices.
- Evaluate and review design packages for small projects, including scope of work, assembly/erection procedures, welding procedures, NDT requirements, material selection, and technical drawings.
- Lead the planning, procurement, and execution of expense projects to optimize efficiency and resource utilization.
