About the position

Salary per annum: R327 209.00 excluding company benefits.
Location: Zonnebloem, SAHRA Head Office.

PRIMARY PURPOSE OF THE JOB:
To provide professional HR Support, develop and implement HR Policies and processes across the whole HR Value chain inclusive of all line managers and staff.

KPA 1: Employee Engagement and Retention.
KPA 2: Management of VIP Payroll Function.
KPA 3: Organizational Effectiveness and Development.
KPA 4: Recruitment and Selection.
KPA 5: HR Policy Development and Implementation.
KPA 6: Performance Management.
KPA 7: Assistance to other HR functions.
KPA 8: People / Customer Management.

KEY PERFORMANCE AREAS: (The following list of Key Performance Areas and job activities are not exhaustive. SAHRA may instruct the employee atany time to carry out additional duties or responsibilities, which fall reasonably within the ambit of the job, or in accordance with operational requirements).

Key Performance Areas:
Employee Engagement and Retention:

  • Construct and implement plans that assist an organisation to engage and retain its most valuable employees.

Manage VIP performance management module:

  • Manage performance management system input on VIP.
  • Generate accurate reports.

Recruitment and Selection, Probation, and Induction:

  • Make decisions with regards to the recruitment process and liaise with Unit heads in that regard.
  • Manage recruitment process including placements of advertisements, short listing and interviewing candidates.
  • Responsible for the induction programme for new recruits.
  • Responsible for the probation process and administration
  • Provide Recruitment Report
  • Adherence to the Recruitment and Selection Policy.
  • Successfully completed appointments within aperiod of three months.
  • Successful completion of probationary periods.
  • Successful completion ofInduction Programme with in three months after appointment

HR Policy Development and Implementation:

  • Ensure that policies are in line with best practice and applicable legislation.
  • Develop and review HR policies.
  • Ensure alignment of HR policies with HR legislation.
  • Workshop new policies with staff
  • HR policies reviewed andupdated at least every two years or as required.
  • HR policies are user friendly and staff are informed.

Organisational Effectiveness and Development:

  • Constantly assess the effectiveness of the system and the organization through the performance management system

Performance Management:

  • Provide guidance/training to line managers and employees regarding PMS and monitors its application.
  • Communicate review periods and keep track of deadline.
  • Collate and track all review packs received.
  • Capture inputs onto the VIP HR Premier System.
  • Moderate and assist with Quality.
  • Assurance of all PMS Contracts and Reviews Received.
  • Maintain the electronic Performance Management System.
  • When staff and managers understand PMS and using it with minimum corrections.
  • Number of Performance Appraisals conducted within the specified time frames KPA's and KPI's captured onto VIP.

Assistance to other HR functions:

  • Provide input to HR strategy, APP and HR budget.
  • Facilitate assigned Organisational Development initiatives e.g., change and diversity management.
  • Provide support and assistance with employee wellness initiatives.
  • Support and input to other HR functions provided as and when required.
  • Organisational Development initiatives implemented within required timeframe.

People / Customer Management:

  • Working with people / customers / stakeholders / staff - show respect for their views and for them as human beings - apply Batho Pele Principles putting people/customers first. Establish good relationships with customers and staff. Relates well to people at all levels + builds wide and effective networks.

EDUCATION and/or EXPERIENCE:

  • National Diploma in Human Resources or an equivalent qualification.
  • Minimum of 5 years' work experience in Human Resources which includes at least 3 years' payroll experience.

Other skills required:

  • Knowledge and experience in VIP and Premier HR.
  • Knowledge and experience with Time Management Systems like Biometrics and ESS Knowledge of applicable legislation

LANGUAGE SKILLS:
Ability to read, analyse, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information to top management, public groups, and/or boards of directors.

NUMERICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form

COMPUTER SKILL:
Computer literacy with regard to the use of the Time and Attendance System, VIP system as well as Excel, Word and Power Point.
