KEY PERFORMANCE AREAS
Security and Facilities Strategic and Operational Management
• Develop and implement the security and facility management strategic plan deliverables and for the function based on the FIC's strategic objectives, and organisational risks and threats profile.
• Develop, maintain and lead the implementation of the Integrated Security Operational and Tactical Plan for the FIC to mitigate risks and address threats to safeguard the FIC, its assets (physical and information), and its staff.
Security Risk, Threats and Incidents Management
• Conduct Security Risk and Threat Assessment on an ongoing basis to ascertain risks and threats faced by the organisation.
• Conduct information analysis and the coordination of activities with stakeholders (inside and outside FIC) and anticipate and prevent subversive activities
• Investigate security breaches and incidents and manage investigation process
• Compile investigation reports for presentation to relevant internal and external stakeholders, and for determining an appropriate course of action.
• Ensure that initiatives to mitigate risk, address threats, and strengthen security controls, are considered when developing security and facilities management strategic plan and the Integrated Security Operational and Tactical Plan.

Security and Facilities Management Technology and Standards
• Research and deploy state of the art technology solutions and innovative security management techniques to safeguard the FIC Premises, FIC's assets (physical, information and intellectual property), and FIC staff.
• Verify and ensure that security equipment meets specification requirement
• Ensure that optimum performance of all security systems is always maintained.
• Ensure compliance with national and international security frameworks, standards and best practices
Total Security Management
• Lead the implementation of the Integrated Security Operational and Tactical Plan and provide periodic reports to the FIC Security committee and other oversight committees.
• Oversee the coordination and implementation of site security inspection and operations and activities to ensure protection of employees, physical and information assets while ensuring optimal use of personnel and equipment.
• Oversee the management of security and facilities outsourced services
• Lead, monitor and give advice on the total security function which includes physical security of premises, managing security staff, coordinate and manage the security vetting, document security, information security and communication security
• Monitor the handling of classified documents and ensure officials handling sensitive information are vetted
• Lead emergency response efforts as part of FIC Business Continuity Crisis Management Team
• Develop and deliver/coordinate security related training as well as awareness programme
• Make recommendations for adjustment of future strategic objectives to accommodate security and threat changes in the FIC's operational environment.
Budget Management
• Develop and implement the operational budget including procurement plans for the function and allocate available resources effectively in accordance with the FIC's priorities.
• Determine the unit's resource requirements and making recommendations for budget planning in accordance with priorities.
• Manage the efficient use of financial and other resources by the BU employees.
Stakeholder Management
• Liaise and consult with relevant law enforcement, government agencies and other stakeholders for advice, assistance, and information regarding security and facilities matters
• Identify opportunities to involve government departments, agencies and other external stakeholders.
• Contribute to operational management of the FIC by participating in management structures and committees.
People Management
• Manage delivery and delegate appropriate responsibility whilst retaining overall accountability for those services.
• Manage performance of the team.
• Maintain and enhance skills of the subordinate to ensure achievement of the unit's operational deliverables.
• Coach and mentor the team to improve the ability of the team to deliver on expectations.
• Promotes and support career management and development
• Manage the development and implementation of the unit's recruitment plan.
Governance, Enterprise Risk Management and Compliance
• Establishes appropriate security and facilities standards and associated risk controls including information risks classification.
• Develop and implement security and facilities policies, procedures & systems, and ensure compliance.
• Conduct regular business unit risk assessment and implement mitigation strategies
• Ensure compliance with national and international security regulations
• Contribute to the design and implementation of FIC risk enterprise management strategies, data governance and information management requirements
• Manage the unit's reporting requirement of its operational deliverables.
• Oversee compliance to FIC and divisional policies and procedures (e.g. HR, SCM, Finance etc).
EDUCATION, SKILLS, AND EXPERIENCE
• Bachelor's Degree in a relevant field (NQF7 aligned)
• A minimum of 10 years' experience in managing the security and facilities function preferably within government/organs of the states .
• Appropriate PSIRA security grading
• Proven track record in developing and implementing security strategy
• Minimum five years' experience in a similar position of Security Manager
• Demonstrated knowledge of laws regulations and legislation and their relationship to matters of security and facilities.
• Demonstrated knowledge in physical and cyber security best practices
• Ability to effectively communicate within all levels of the FIC and work with senior government officials to build relationships and ensure cooperation.
• Emotional maturity to understand impact and sensitivity of security issues.
• Ability to understand the strategic direction and goals of the FIC and how to intertwine security requirements with the goals and objectives of the Institution
• Ability to develop consensus within an institutional climate of diverse operational activities and often conflicting regulations imposed by the FIC with regulatory jurisdiction.
• Proficient in Ms Excel, Ms Word
• Demonstrate ability to properly prioritize and manage complex operational tasks in a difficult environment
• Possesses a strong service orientation and allegiance to the Republic of South Africa.
