About the position
Role Overview
An established public-sector institution is seeking an experienced Head of Properties & Facilities Management to lead the strategic oversight, modernisation, and operational excellence of a large owned campus and associated facilities.
This is a transformation-focused leadership role, responsible for positioning the campus as a future-ready, digitally enabled, sustainable institutional asset. The role carries end-to-end accountability for facilities, property, fleet, campus services and infrastructure, balancing long-term strategy with operational delivery.
Key Responsibilities Strategic Leadership
- Develop and execute an integrated campus and facilities strategy aligned to organisational goals.
- Lead long-term campus master planning, space optimisation and capital investment planning.
- Drive modernisation initiatives focused on efficiency, staff experience, sustainability and digital enablement.
- Present business cases, progress reports and risk insights to senior leadership and governance forums.
Campus, Property & Facilities Management
- Full accountability for owned properties including the main campus, training facilities, auditoriums, staff amenities, clinics, parking and regional / satellite offices.
- Oversight of all hard and soft facilities services, including maintenance, refurbishments, utilities, HVAC, cleaning, landscaping, catering, OHS and space planning.
- Ensure facilities operate safely, efficiently and in compliance with all statutory and regulatory requirements.
Fleet & Transport Oversight
- Management of a small fleet, including executive vehicles and staff transport.
- Oversight of vehicle compliance, servicing, licensing, safety and contracted maintenance.
Vendor, Contract & Procurement Management
- Manage a complex outsourced services environment across technical, operational and support services.
- Ensure strong SLA management, cost control, compliance and vendor performance.
- Work closely with supply chain partners to support compliant procurement processes.
Digital Enablement & Infrastructure
- Partner with internal digital teams to ensure physical infrastructure supports evolving technology needs.
- Enable digital collaboration spaces, modern meeting rooms, auditoriums and IT infrastructure support.
Sustainability & ESG
- Drive environmental stewardship initiatives including energy efficiency, water independence and carbon reduction.
- Explore alternative energy solutions and sustainability-focused infrastructure investments.
- Promote greener, smarter use of space and campus resources.
Governance, Risk & Compliance
- Full accountability for Occupational Health & Safety, facilities compliance and risk mitigation.
- Implement preventative maintenance, inspections and emergency preparedness plans.
- Ensure strong governance, audit readiness and regulatory compliance across operations.
People Leadership
- Lead a team of approximately 30–40 staff, including 6–7 direct reports.
- Build a high-performance culture across internal teams and outsourced partners.
- Balance strategic leadership with decisive, hands-on execution.
Minimum Requirements
Qualifications
- Relevant Bachelor’s degree in Facilities Management, Property Management, Engineering, Built Environment or related field.
- Project Management qualification (certificate or higher).
Experience
- Minimum 12 years’ experience in facilities, property or campus management.
- At least 5 years at senior management level.
- Proven experience managing large, complex, multi-functional campuses.
- Strong track record in modernisation, space optimisation, capital projects and vendor-heavy environments.
- Experience within regulated or public-sector style governance frameworks advantageous.
