JOB PURPOSE
Provide strategic and operational support to the Office of the Director to ensure that the current and future needs of the FIC are met
KEY PERFORMANCE AREAS
Strategic Alignment
- Implement the strategic vision, objectives and the operational plan of the Office of the Director (OFD) and clarifies performance expectations
- Determine the deliverables and operational plan for the Division based on the FIC's strategic objectives
- Make recommendations for adjustment of future strategic objectives to accommodate changes in the FIC's operational environment.
Manage the operations of the Office of the Director
- Provide the Director with guidance in her/his duties, responsibilities and powers and make the Director aware of all laws and regulations relevant to the FIC
- Organise and prioritise critical issues and required information for the Director to facilitate efficient decision making
- Assess inquiries directed to the Director, determine the proper course of action and delegate to the appropriate individual to manage
- Ensure quality assurance and overall integrity of deliverables
- Provide oversight and guidance to projects of high importance
- Coordinate the execution of strategic initiatives
- Manage meeting preparations and follow ups: reviewing upcoming meetings to ensure the Director has all of the information needed to be as productive as possible and sending out agendas or documents to meeting attendees, as necessary
- Draft and review internal and external communications: drafting reports, speeches, and presentations, etc., for the Director
- Review all documents received by the Office of the Director for compliance and technical soundness
- Provide technical knowledge and advice to the Director relating to all operational aspects
- Monitor performance of the Division to achieve its deliverables and identify possible obstacles that will prevent the Division from achieving its deliverables
- Adjust plans and resource allocations to accommodate changes in circumstances.
Budget Management
- Determine the Division's resource requirements and making recommendations for budget planning
- Develop the operational budgets for the Division and allocate available resources effectively in accordance with the FIC's priorities
- Manage the efficient use of financial and other resources by the Division's staff members.
Stakeholder Management
- Act as a point of contact between executives and other stakeholders
- Participate and provide input to the Executive Management Committee (Exco) and other strategic committees in the FIC
- Build a network of relationships, across functions and externally, to achieve goals and objectives
- Liaise and consult with government departments and other stakeholders to facilitate achievement of FIC obligations.
Governance, Risk Management and Compliance
- Develop and maintain policies, processes and systems to streamline activities within the FIC based on the priorities of the Director
- Ensure that governance structure meetings are properly recorded, information is dispatched timeously and assist the Director and EXCO in implementing the decisions
- Ensure that statutory deadlines are met and that the statutory and regulatory disclosures are validated, particularly in relation to statements given on corporate governance standards and practices in the FIC
- Contribute to the design and implementation of the FIC and division risk management strategies
- Contribute to the design and implementation of the FIC and division data governance and information management requirements
- Manage the divisional reporting and operational requirements
- Manage compliance to FIC and divisional policies and procedures (e.g., HR, SCM, Finance, etc.)
- Manage information risks-classification of information
- Manage the implementation of audit management corrective action
- Act in good faith and avoid any conflicts of interest and to ensure that appropriate guidance is given to the EXCO in these matters.
People Management
- Delegate appropriate responsibilities for the provision of OFD services whilst retaining overall accountability for the delivery of those services
- Effectively manage and lead the OFD services by motivating and enabling teams and ensure roles are clarified
- Coach and mentor managers and employees
- Promote and support career management and development
- Manage performance of staff and conduct performance reviews
- Manage the development and implementation of the divisional recruitment plan
- Manage the integration of all new employees in the unit.
EDUCATION, SKILLS AND EXPERIENCE
- Law or BCom University Degree (NQF7)
- 7 -10 years' experience in operations management and governance
- 3 years' experience at senior management level
- Demonstrated managerial and interpersonal skills
- Demonstrated ability to interact effectively across all levels of the organisation
- Demonstrated ability to work strategically and collaboratively across divisions
- Effective, versatile and action-oriented
- Demonstrated excellent communication skills (written and verbal)
- Experience in state-owned entities or public sector and understanding of all applicable legislative and governance principles is required.
