About the position

Job Title:
Group Manager Commercial and Infrastructure Development
Purpose of the Job:
Lead the Infrastructure Commercialisation function to ensure adequate commercial viability and performance of the company’s infrastructure and drive timely and sustainable development of the business infrastructure. Area of responsibility covers aeronautical and non-aeronautical infrastructure and is inclusive of retail, car rental, car park, property, infrastructure, and advertising portfolios.
Job Outputs:

  • Strategy formulation: Establish the business Infrastructure Commercialization Framework and Partnership guidelines. Lead the identification and assessment of business and partnership opportunities. Lead the strategic Commercialization and Infrastructure Development partnerships. Translate organizational goals applicable to area of responsibility as derived from corporate plan into effective and efficient implementable actions. Review value of practices, systems, and structures to determine appropriateness considering the strategic intent and take remedial actions where necessary.

Commercial Viability:

  • Drive the maximization of aeronautical and non-aeronautical income.
  • Advising on best portfolio mix options.
  • Development of world-class facilities for the benefit of all the stakeholders.

Portfolio Development:

  • Ensure the alignment and consolidation of the revenue optimization and spatial development strategies across the network.
  • Ensure the optimal portfolio mix and corresponding revenue models to maximize revenue and ensure commercial viability.
  • Develop the strategic direction for marketing and continuous engagement with relevant markets for all portfolio aspects.
  • Develop a long-term sustainable model for property development to support revenue growth

Tender & Contract Management:        

  • Supervise on contracting imperatives and objectives at operational and group level and ensure that the relevant prescribed procurement policies, processes and procedures are adhered to
  • Transformation Lead the continuous understanding of the market dynamics and ensure solutions that will deliver on business transformation goals.

Governance, Compliance and Risk Management:

  • Manage the Company’s risk exposure through identifying, implementing and maintenance of risk control measures to minimize the Company’s liability.
  • Contribute to the development and continuous improvement of organisational standards, policies and procedures within span of control and monitor implementation to ensure full compliance.
  • Monitor and ensure adherence to statutory regulations, organisational standards, policies and procedures.
  • Ensure remedial actions are implemented timeously to address non-conformances
  • Ensure effective and regular communication of new statutory regulations, organisational standards, policies and procedures to ensure full awareness amongst employees and contractors.
  • Adhere to and ensure adherence to statutory regulations, organisational standards, policies and procedures.
  • Report non-compliance and implement corrective actions to ensure compliance.

Finance Management:

  • Interpret business plan and develop commercialization & infrastructure development budgets for the function.
  • Direct commercialization infrastructure development Opex/capex requirements within the function for efficient delivery of operational targets and submit recommendations to Executive Management/Board.
  • Effectively manage function and its objectives in line with approved budgets (incomes, operational, capex and labour).
  • Assess/Review and authorize payments in line with approved budget and policy for processing.
  • Assess variances as required and monitor remedial action within span of control.
  • Implement standardised budget control systems and enforce a culture of short intervals of control.
  • Evaluate negative trends and introduce remedial solutions.
  • Provide input into annual budget planning process and submit for approval.
  • Monitor and allocate expenses.
  • Assess expenditure and resolve gaps.
  • Support identification, implementation, and development of processes to optimize cost efficiency.

Reporting:       

  • Collate integrated scorecards and reports for the function.
  • Perform trend analysis and internal assurance assessments.
  • Develop office management, document control systems and practices.
  • Anticipate change and align reporting and information requirements.

               

  • Forecast deviations and take long-term proactive action.
  • Obtain, check, and refine information.
  • Collaborate and submit reports.
  • Run data exception reports and take corrective action.
  • Conduct document control spot-checks.

Stakeholder Relations:

  • Establish, monitor, and manage healthy, diverse, workable internal and external relationships, including the interface with external providers to ensure departmental/functional needs are met and organizational goals achieved.
  • Implement remedial actions where required.
  • Provide specialized technical / professional support to internal and external stakeholders to ensure achievement of functional and organizational objectives.

People Management:

  • Accountable for functional performance, within the agreed strategic framework and approved plans.
  • Conduct workforce planning to ensure function is suitably staffed to meet strategic functional objectives.
  • Implement and manage people’s development processes such as performance management, succession planning and talent management to meet functional performance standards.
  • Agree and implement own and sub-ordinates development plans.
  • Develop and coach team members and encourage knowledge transfer.
  • Mentor subordinates.
  • Analyze trends and identify competence training gaps and action.
  • Coach team and create a pro-learning environment. Assess team development needs and close gaps.
  • Forecast learning requirements and pipelines related to legislative and industry changes.

Qualifications and Experience:

  • Bachelor’s degree (4 years - 480 credits) (Retail / Marketing/ Commercial/ Engineering/Finance/Property Development)
  • Master’s degree (Finance, Asset Management or related built environment field)
  • Property Development Management,10 years
  • Property Asset Management, 10 years
  • Airport Asset Management,7 years
  • People and Stakeholder Management, 7 years
