About the position

This role provide strategic leadership and guidance in execution, monitoring and tracking of ICT Strategies and Solution Delivery. It is also accountable for the implementation and sustaining a best-practice development framework which ensures optimal management and use of all systems that drives business value, efficiency, effectiveness, stabilisation, optimisation, reinvention and innovation. In addition, the incumbent is responsible to ensure that the strategy, architecture and business solution development meet the quality and design standards agreed in the business requirement specifications
JOB DESCRIPTION

ICT Strategy and Process Management

  • Ensure the implementation of ICT Strategy and roadmap;
  • Deploy strategies and processes for execution of ICT programmes and/or project spanning multiple environments;
  • Ensure successful ICT programmes and or projects delivered at the required quality standards as per the business expectations;
  • Identify key initiatives in the ICT strategy and develop budget requirements for implementation of the strategy;
  • Define, design, map, monitor and improve ICT processes;
  • Ensure alignment to King III and CGICTPF principles;
  • Develop strategies and processes for execution of ITIL Life Cycle Management services by applying Service Strategy, Design, Transition, Operations, Service Delivery and continual improvement in accordance with the company business and ICT department objectives, to ensure that service levels are maintained;
  • Institute efficiency management strategies;
  • Translate idea’s relating to business needs into a distinctive and cost-effective set of connected capabilities and resources to satisfy needs for the business service;
  • Assess the technology offerings capabilities to develop a strategy to serve the business more efficiently and effectively aligned to best practices; and
  • Manage technology and information in a way that supports the organisation setting and achieving its strategic objectives.

Application Development and Deployment (New Technologies)

  • Ensure that the Application Development function has a signed off plan to implement key initiatives (application systems);
  • Track and monitor the application development and deployment;
  • Optimise the investments in application development by using build verses buy options;
  • Optimisation, reinvention and Digitalisation;
  • Plan, schedule and control the movement of releases to test and live environments;
  • Drive business solution development across multiple teams and phases to ensure that solutions are aligned with business objectives;
  • Lead solutions development using technical judgment, input from experts and the involvement of other systems development partners as appropriate;
  • Ensure modernisation and transformation of ICT systems in line business strategy; and
  • Architecture in place to support that the business of tomorrow is carried out using the governance and system development lifecycle.

Operational Management

  • Manage and provide direction for the team;
  • Provide technical leadership to the team;
  • Ensure SLA’s are signed off;
  • Ensure senior managers adhere to the SLA’s;
  • Ensure departmental operational budget is properly managed; and
  • Ensure that department adheres to internal controls and business processes.

Manage Human Capital and Financial Resource

  • Provide leadership and inspire team members towards high performance;
  • Implement performance management plan for unit;
  • Training plan and co-ordinate relevant competency training;
  • Coaching and mentoring;
  • Motivate and encourage team members to seek effective business/technical solutions;
  • Diversity management;
  • Ensure that ICT resources are fully utilised and kept abreast of the latest industry developments and ensure that appropriate technologies are used for knowledge management so as to ensure innovation and improved productivity;
  • Where necessary, prepare, establish and monitor budgets;
  • Track the expenses;
  • Identify efforts and schedule slippages;
  • Identify the areas for optimizing and/or reducing expenses; and
  • Cost reduction via compliance simplification processes.

Maximising Business Value

  • Co-ordinate and deploy IT Strategies that enhance business value through:
    • Business intelligence
    • Business process management
    • Risk management strategies throughout the ICT departments.


  • Business process management;

  • Lead, manage, implement and support the technologies and functions that support IT service management process and functions across the organisation;

  • Institute business solutions development processes;

  • Develop and execute stakeholder relationship management plans; and

  • Institute change leadership processes to enhance absorption of ICT solutions by business.


Enterprise Architecture

  • Enterprise Architecture Planning;
  • Facilitate Architecture Standards and Policy;
  • Institute Enterprise Architecture Governance;
  • Setting of scope, constraints and expectations for business needs by creating the architecture vision, identifying the stakeholders;
  • Develop the baseline and target architecture and analyse gaps (Business, Information, Application, Data and Technology;
  • Business Solutions Development;
  • Work with business units to refine process / system challenges and offer necessary support and expertise regarding successful resolution of issues;
  • Apply new technologies and solutions to support the business in maintaining a competitive edge;
  • Ensuring that the application/systems, data and technology aspects of the enterprise architecture are driven by the business imperatives of the organisation and that the requirements driving the overall architecture are managed consistently and effectively;
  • Understanding and presenting the immediate/tactical and strategic benefits of adopting a consistent architectural approach within the context of the client’s business to help the client justify his investments; and
  • Ensure adoption of architectural recommendations that are in line with the strategic vision for the enterprise and wider best practice.

Manage effective procurement of ICT services (fit for purpose) and ICT Software Licensing

  • Ensure the procurement of ICT services that is compliant with the organisation’s infrastructure;
  • Establish effective contract management function;
  • Manage, monitor and report on the procurement of ICT services;
  • Develop Licensing Framework;
  • Ensure ICT license compliance; and
  • Approval of all ICT licensing requirements.

Programme Management planning and deployment

  • Support the establishment of an effective Programme Management Office with policies, processes and procedures;
  • Build project plans, define project deliverables according to business requirements and deliver projects on time and within budget;
  • Oversee project management activities and processes for assigned projects and initiatives;
  • Define business case justification for enterprise projects; and
  • Lead, manage, implement and support the technologies and functions that support IT service management process and functions across the organisation.

Reporting

  • Provide input into all required ICT reporting platforms;
  • Track the financial expenses and report the actual and budgeted expenses;
  • Accurate and on time reporting;
  • Monthly reports; and
  • Quarterly reports.

 

JOB REQUIREMENTS
Qualifications

  • Minimum Requirement: Diploma/ Degree in Information Technology/Information Systems/Computer Science.
    • Professional Project Management certificate will be an added advantage.
    • Financial Management.
    • Human Resources Management.
    • Labour Law.
    • Certified Enterprise Architecture (TOGAF, Cobit) will be an added advantage.




Experience
Minimum Requirement: Relevant 10-12 years’ experience in ICT Operations of which 5 (five) years must have been on senior management level (including experience in heading the ICT strategy or Business Analysis or business solution division in a large organisation or experience in Consulting company (preferably in IT Strategy Domain or Enterprise Architecture or Business Analysis) with IT Strategy practice
