About the position
Job Purpose
Our client is seeking a high-impact General Manager: 2IC to the COO (Technical). to spearhead the operational integrity of their national telecommunications infrastructure. This is a critical senior leadership position appointment tasked with the end-to-end ownership of both their legacy Intracom platforms and their next-generation ZTE network expansion.
As the strategic lead for Network Operations (NetOps), Radio Frequency Operations (RFOps) and Core Operations you will ensure the stability, availability, and performance of all mission-critical networks. You will bridge the gap between technical engineering architecture and efficient operational performance while executing executive operational strategy.
Critical Outputs
National Network Sovereignty
- Assume full accountability for the assurance of RAN, Transmission and Core Network environments.
- Direct proactive monitoring strategies, sophisticated fault detection, and rapid Root Cause Analysis (RCA) to maintain a high-availability posture.
Operational Excellence & NOC Governance
- Lead the NetOps, RFOps and Core operational teams under a modernized operational framework.
- Co-steer the Network Operations Centre (NOC) in partnership with the GM: Enterprise Network Operations, ensuring a 24/7/365 "always-on" monitoring culture.
- Define and enforce rigorous SLAs and internal performance benchmarks
Vendor Ecosystem Management
- Act as the primary operational interface for Tier-1 vendors (ZTE, Intracom).
- Drive vendor accountability regarding escalations, upgrades, and maintenance to ensure alignment with national uptime targets.
- Work closely with the technical Architecture teams working under the CTO.
Incident Command & Crisis Leadership
- Serve as the ultimate escalation point for major network outages, coordinating cross-functional task forces for rapid service restoration.
- Champion a "continuous improvement" loop through post-incident reviews and preventative engineering.
The Ideal Profile
- The Architect operator: You possess a deep technical understanding of RAN and Core architectures but operate with an executive mindset focused on scalability and risk mitigation. While design and architecture live within the CTO’s technical space, you will be required to operate within the architecture specifications.
- The Crisis Pilot: You remain composed under pressure, capable of leading complex teams through high-stake network incidents.
- The Change Agent: You are experienced in transitioning networks (e.g., legacy to next-gen) and optimizing performance dashboards for executive-level visibility.
Experience & Qualifications
- Education: Bachelor’s degree in management, Telecommunications, Electronic Engineering, or Computer Science. Advanced technical or business certifications (MBA/MSc) are highly regarded.
- Experience: 10+ years of pedigree in Telecom Network Operations, with a significant portion in Senior Leadership roles.
- Vendor Exposure: Direct experience managing Tier-1 vendors (ZTE, Huawei, Ericsson, or Intracom).
- Technical Breadth: Mastery of RAN and Core network assurance frameworks and modern NOC methodologies.
Key Success Indicators
- Exceptional MTTR (Mean Time to Repair) and Network Availability metrics.
- Seamless integration of new ZTE infrastructure into the live environment.
- Development of a high-performance culture within the NetOps and RFOps engineering teams.
