Finance Manager - Extensive public sector finance experience

About the position

Role Purpose

To implement and oversee the organisation’s financial strategy and operations by providing leadership, control and guidance across the full financial management function.

The role is responsible for ensuring sound financial governance through effective management of working capital, assets and liabilities, revenue and expenditure control, treasury management, and compliance with all relevant legislative and regulatory frameworks.

 

Key focus areas include:

• Overseeing the full financial accounting and reporting cycle
  
  
• Ensuring prudent financial planning, budgeting and forecasting (operational and capital expenditure)
  
  
• Managing investments, cash flow and treasury functions
  
  
• Ensuring accurate asset management and compliance with applicable accounting standards
  
  
• Overseeing payroll governance and related reconciliations
  
  
• Driving effective management accounting and financial performance reporting
  
  
• Strengthening internal controls and risk mitigation within the finance function
  
  
• Ensuring compliance with public sector legislative frameworks and reporting requirements
  
  
• Supporting audit processes and governance reporting structures
  
  

The incumbent will provide leadership to the finance team and ensure the integrity, accuracy and reliability of financial information to support strategic decision-making.

 

Minimum Requirements Qualifications

• Grade 12 (or equivalent)
  
  
• BCom Honours or Postgraduate Diploma in Financial Accounting (or equivalent)
• Completed accounting articles
  
  
• Professional registration with a recognised accounting body (e.g. CIMA, SAICA, SAIPA, IRBA)
  
  

 

Experience

Minimum:

• 8+ years’ experience in financial management at management level
• Minimum 5 years’ experience using CaseWare
• Public sector experience with strong knowledge of PFMA and GRAP reporting frameworks
• Extensive public sector finance experience

• Strong knowledge of PFMA, Treasury Regulations and public sector financial legislation
  
  
• Sound understanding of financial governance and compliance frameworks
  
  
• Advanced financial and analytical capability
  
  
• Strong Excel and financial systems proficiency
  
  
• Ability to conduct trend analysis and translate financial data into management insights
  
  
• Strong problem-solving skills
  
  
• Effective communication and stakeholder engagement capability
