FACILITY MANAGER

JOB GRADE: D4

Security and Facility department has a vacancy for a Facility Manager. Applications are invited from people meeting the qualifications and experience requirements set out below:

PURPOSE OF JOB:
To ensure effective and efficient operation of Building services at Armscor Head office complex.

JOB OBJECTIVES:

Ensure effective and efficient operation of all plants or systems at Armscor Head office premises, through the following:

  • Developing, implement and monitoring short- and long-term plans, goals and objectives. Developing, implement and monitoring short- and long-term plans, goals and objectives,
  • Compile or Develop maintenance strategies and schedules for all equipment and systems and submit them to Senior Manager: Facility & Security for approval,
  • Implementing maintenance schedules as approved by the Senior Manager: Facility & Security,
  • Take responsibility for Planning, Organising, Controlling, Integrating and evaluating Maintenance Services,
  • Maintain compliance records, maintenance records and relevant service certificates in line with Building Regulations,
  • Reviewing or preparing plans and specifications for contract work and inspecting work performed to determine compliance with standards,
  • Ensuring that all assets are being fully maintained in correct fiscal period as per implemented maintenance plans and associated budget,
  • Developing, reviewing and updating written maintenance instructions and schedules to ensure effectiveness and cost optimisation,
  • Management of Tenant related services,
  • Ensuring the timely completion of planned preventive maintenance work outsourced to service providers,
  • Preparing and submitting regular operations and maintenance reports and required regulatory reports to senior management,
  • Ensuring that the organisation's safety goals and objective are implemented and carried out in the assigned areas of responsibility, and developing and proposing safety requirements to be carried out in the division,
  • Performa Quality check/ inspection of work being performed by personnel and contractors, identifying problem areas and directing remedial action,
  • Prepare or review and maintain a wide variety of Policies, Procedures and Practices, including, periodic progress/status reports on maintenance requests as managed via Service and Maintenance Management system,
  • Procure the services of the Built Environment professionals through stipulated supply chain management processes,
  • Tailor and apply Armscor Acquisition practice in a well-defined project context with limited scope,
  • Draw up tender specifications, in accordance with Armscor's governance practices and in accordance with the Public Finance Management Act,
  • Create Value Systems and evaluate tenders for contractors to supply goods and services,
  • Draw up contracts for the supply of goods and services, and place and execute contracts to optimise cash flow and contractor performance,
  • Coordinate all internal resources required to ensure the bidding process for appointment of contractors,
  • Coordinate the work of various professionals to ensure the required design and documentation quality as well as delivery is in accordance with project execution plans,
  • Ensure that appointed consultants manage the quality of work within their professional scope and responsibility.

QUALIFICATIONS:

  • Degree or B Tech in Electrical / Mechanical Engineering or equivalent
  • Government Competency Certificate (G.C.C) will be advantageous.
  • A qualification in a technical field/the Built Environment.

TECHNICAL / LEGAL CERTIFICATION / PROFESSIONAL REGISTRATION

  • Professional registration with the South African Council for Project and Construction Management Professions (SACPCMP) is compulsory
  • Registration with ECSA will be a recommendation

EXPERIENCE:

  • 10 years' experience in Electrical/ Mechanical/ General Building Infrastructure and Project Management (in Construction Works) with at least 5 years' experience in facilities' Management or Operations Management.
  • Experience in Building Management Systems to ensure proactive response to process deviations to prevent catastrophic plant failures.
  • A minimum of 6 years post-qualification experience in the field of Construction project design and analysis, legal and operational compliance,
