PRIMARY PURPOSE OF THE JOB:
To be responsible for the effective implementation of facilities and properties management, drafting of maintenance specifications, inspection of facilities and properties, fleet management, occupational health & safety processes, travelling and facilities sustenance functions.

KEY PERFORMANCE AREAS:
KPA 1: Facilities management.
KPA 2: Staff Management.
KPA 3: Policy Adherence.
KPA 4: Safety and Security.

Facilities management:

  • The development of an integrated facilities, landscape and securities management plan for all SAHRA offices.
  • Organisation and co-ordination of office operations, procedures and resources to ensure the smooth and effective running of the offices as well as taking responsibility for making sure that buildings, and their services, meet the needs of the people that work in them.
  • Coordination of the implementation of the facilities management plan in all sites of SAHRA namely, Cape Town, Pretoria, Makhanda and Paarl.
  • Overseeing and agreeing contracts with service providers including but not limited to security, cleaning, refreshments, courier services.
  • Ensuring that basic facilities and utilities, such as water and air-conditioning, are well-maintained.
  • Advising businesses on increasing energy efficiency options for the organisation.
  • Key involvement in water saving initiatives at all office locations. Pro-actively proposing water wise solutions related to the draught.
  • Responsible for relationship management and liaison with the relevant building's landlords.
  • Overseeing of any building projects, renovations and/or refurbishments that occur
  • Assist with the management of the office layout. Involvement in space planning as required relating to office moves and/or office relocation
  • Coordinate with ICT unit on all office equipment requirements and maintenance.
  • Keep up to date of all new staff ensuring accurate telephone lists and picture lists.
  • Responsible for managing the storerooms and postal boxes.
  • Compile specs for different equipment requirements or changes required with office design.
  • Issue parking remotes and allocate CEO and executive parking accordingly.

Staff Management:

  • Team management: staff responsibility would include but not be limited to reception staff, cleaning staff, security and maintenance support staff. Responsible for assigning and monitoring the performance of staff in these functions include resource planning and allocation, recruitment and performance management.

Policy Adherence:

  • Ensure the efficient management of function / resources in accordance with the stipulations of the PFMA, treasury regulations, SCM processes, company specific policies and regulations, national legislation, fraud prevention and risk management principles.

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • Relevant Degree/National Diploma or equivalent qualification.
  • Knowledge of Facilities Management, Fleet Management, Occupational Health and Safety and Contract Management;
  • Knowledge of treasury regulations, SCM processes and PFMA regulations.
  • 3 years of related management experience.

LANGUAGE SKILLS:
Ability to read, analyse, and interpret business policies, technical procedures, or governmental regulations. Ability to write reports and procedure manuals. Ability to effectively present information to top management, public groups, and/or executive officers.

NUMERICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, proportions, percentages and volume

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where some standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

BEHAVIOURAL COMPETENCIES:
Good interpersonal, communication and customer service skills. Able to work in a team. Able to assess and prioritise tasks. Good computer literacy. Able to use initiative and work unsupervised. Excellent organisational skills.

LICENSES:
A valid Code EB (08) driver's license.

Computer Skill:
Computer literacy with regard to the use of Excel, Word and Power Point.
