About the position

Overall development and execution of the  Safety Standards and Assurance Divisional Strategy.   To effectively and efficiently oversee and manage  Safety Standards and Assurance Division work programmes in alignment with the organisation’s Strategy to ensure compliance in the Safety Standards and Assurance, Personnel Licensing, and Aviation Medicine departments, within the legislative mandate of the company and ICAO regulations.
JOB DESCRIPTION 

  • Provide support to the Director of Civil Aviation through the implementation  of  Safety Standards and Assurance  programs required to ensure an efficient and effective Safety Standards and Assurance in line with the company’s mandate. This role focuses on establishing safety standards, licensing of personnel, overseeing designated functions, providing safety assurance, conducting safety promotions, investigating safety occurrences, and international operations.
  • Manage and ensure the development of the overall Safety Standards & Assurance strategy and management philosophy for company.
  • Translate the company vision and strategic objectives into - Safety Standards and Assurance imperatives and ensure oversight for the following Departments and the associated ICAO Annexes:
    • Consistency and Standardisation Department
    • Aviation Medicine Department
    • Personnel Licensing Department


  • Ensure integration with other company departments to effectively support the achievement of company’s strategic priorities.

  • Manage and ensure the development and implementation of an annual operational plan that will effectively meet both the short and long-goals and strategy requirements of the division & organisation.

  • Manage and review operational performance against the plan

  • Compile and manage the Safety Standards & Assurance budget annually for approval by Exco and the Board in line with the PFMA and other appropriate legislation, policies & procedures.

  • Manage expenditure and revenue in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies & procedures.

  • Manage and ensure the implementation of Safety Standards and Assurance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within company to improve staff morale and increase productivity.

  • Oversee the mentoring and coaching of staff on an ongoing basis as required to ensure effective and efficient Safety Standards and Assurance

  • Lead and manage regulatory reviews and submissions in terms of - Safety Standards and Assurance developments.

  • Serve as international representative of SA’s interests in standards development

  • Ensure consultation regarding policy development.

  • Proactively research, develop and establish the specified standards to be applied in planning, oversight, approval, evaluation, and issuance of aviation safety licenses & certification.

  • Ensure effective operational oversight of Safety Standards & Assurance Division. Planning, establishing safety standards and perform oversight for the following functions:
    • medical standards,
    • Licencing of personnel,
    • Oversee training organisations & FSTDs
    • Oversee designated and associated delegated functions,
    • Provide safety assurance,
    • Conduct safety promotions,
    • Investigate safety occurrences, and
    • Ensure representation on international forums
    • Manage and ensure effective implementation and enforcement of     - Safety Standards & Assurance
    • Oversee international operations and relations.


  • To promote - Safety Standards and Assurance to industry stakeholders.

  • Constantly ensure optimum internal and external communication on issues of - Safety Standards and Assurance.


JOB REQUIREMENTS 
Qualifications
Pilot Licence (ATPL) or CPL plus commensurate aviation training or qualification
Ideal: Relevant Post Graduate Qualification.

Work Experience 
Senior Management Experience or relevant - 10 Years OR
Aviation Safety Operations or similar experience - 10 Years
