About the position

Job Purpose

To provide strategic and operational human resource sourcing, administration, and maintenance services in line with organisational policies, procedures, and legislative requirements. The role is responsible for overseeing recruitment and selection processes, managing conditions of service and establishment administration, ensuring effective utilisation of the PERSAL system, and supporting organisational objectives through efficient human resource management practices.

Key Responsibilities

  • Recruitment, Selection and Retention
  • Develop and implement recruitment and selection strategies and plans.
  • Monitor human resource systems and practices to ensure organisational targets are achieved.
  • Develop, review, and implement HR policies, procedures, and processes.
  • Coordinate and oversee recruitment, selection, and retention processes.
  • Monitor vacancy trends and implement retention strategies to reduce vacancy rates.
  • Ensure vacancies are filled within agreed timeframes.
  • Human Resource Administration and Policy Management
  • Coordinate the compilation and submission of HR reports.
  • Facilitate the drafting, review, and implementation of HR policies, procedures, and guidelines.
  • Promote awareness and implementation of HR policies across the organisation.
  • Coordinate induction programmes for newly appointed employees.
  • Management of Conditions of Service and Establishment
  • Oversee the implementation of conditions of service and related amendments.
  • Manage and verify HR transactions captured on the PERSAL system within prescribed timeframes.
  • Maintain and update the staff establishment.
  • Approve HR transactions on PERSAL.
  • Ensure correct allocation of objective and responsibility codes on PERSAL.
  • Monitor and verify implementation of changes on PERSAL.
  • Perform PERSAL Controller functions.
  • Manage matters relating to:
  • Leave administration
  • Housing allowance
  • Medical aid
  • Pension administration
  • Overtime
  • Relocation
  • Long service recognition
  • Grade progression
  • Terminations and related benefits
  • Human Resource Advisory Services
  • Provide advice and support on HR norms, standards, policies, and procedures.
  • Ensure compliance with relevant legislation, regulations, and organisational policies.
  • Provide functional and technical guidance to management and staff.
  • People Management
  • Manage human resources and administrative functions within the unit.
  • Develop and manage performance agreements and assessments.
  • Coach, mentor, and support employees.
  • Plan, allocate, monitor, and quality assure work delivered by staff.
  • Develop and maintain effective work processes and controls.
  • Compile and submit administrative and operational reports.

Minimum Requirements

  • An NQF Level 6 qualification in:
  • Human Resource Management
  • Human Resource Development
  • Industrial Psychology
  • Public Management/Administration
  • Operations Management
  • Labour Relations
  • Social Sciences
  • Management Services
  • or a related relevant qualification.
  • Minimum of 3 years' experience at supervisory or middle management level within Human Resources.
  • Experience working with the PERSAL system is essential.

Knowledge Requirements

  • Knowledge of public service regulations and policies.
  • Understanding of HR administration processes and practices.
  • Knowledge of the Public Finance Management Act (PFMA).
  • Knowledge and practical experience in PERSAL administration and control.
  • Understanding of organisational HR policies and procedures.
