About the position
The Compliance & Legal Manager will be responsible for providing end-to-end legal, regulatory, and compliance support within a short-term insurance environment. The role combines legal advisory expertise with regulatory compliance oversight, ensuring the organisation operates within all applicable legislative and governance frameworks, while also supporting commercial and operational decision-making.
The incumbent will act as both internal legal counsel and compliance lead, ensuring robust risk management, regulatory adherence, and sound legal governance across the business.
Key Responsibilities
Legal Advisory Function
- Provide accurate and practical legal advice to business units and executives
- Draft, review, and negotiate commercial contracts and service agreements
- Conduct legal research and interpret applicable legislation
- Identify legal risks and recommend mitigation strategies
- Support governance structures and ensure legally sound decision-making
Compliance Function
- Develop, implement, and maintain compliance frameworks aligned with:
- FAIS
- FICA
- POPIA
- TCF principles
- Other applicable insurance and financial services regulations
- Conduct compliance monitoring, risk assessments, and audits
- Prepare compliance reports for senior management and the Board
- Ensure adherence to regulatory licensing and reporting requirements
- Deliver compliance training and awareness programmes across the organisation
Technical Competencies
- Strong knowledge of South African insurance and financial services regulatory environment
- Legal drafting, contract interpretation, and negotiation skills
- Ability to interpret complex legislation and translate into business practice
- Compliance monitoring, risk assessment, and governance frameworks
- Policy development and regulatory reporting
- Strong analytical and problem-solving capability
Stakeholder & Communication Skills
- Strong written and verbal communication skills
- Ability to simplify complex legal and regulatory concepts for business stakeholders
- Proven ability to influence decision-making at senior and executive level
- Strong stakeholder management across internal teams, executives, regulators, and external legal counsel
- Ability to operate effectively under pressure and manage multiple priorities
Minimum Requirements
Qualifications
Regulatory Requirements
- FAIS compliant with strong understanding of Fit and Proper requirements
- Cat I FAIS Licensed Compliance Officer with the FSCA (advantageous)
Experience
Minimum 5 years post-qualification experience in:
Legal advisory (corporate, commercial, or financial services), and/or
Dedicated compliance role within the insurance or broader financial services sector
Proven experience within short-term insurance or regulated financial services environment (highly advantageous)
Experience in:
Drafting, reviewing, and negotiating commercial contracts and agreements
- Developing, implementing, and monitoring compliance frameworks
- Regulatory engagement and reporting to management and/or boards
