EDUCATION and/or EXPERIENCE Appropriate bachelor's degree (NQF Level 7 equivalent) and post graduate qualification; 7 years' experience in communication; minimum 2 years of management experience.
? Provide input into the formulation and development of plans for the unit in consultation.
? Develop a forecasting model.
? Ensure development and implementation of relevant policy and procedure.
? Ensure development, implementation and monitoring of relevant strategic plans and operational plans.
? Identify and manage risks in area of responsibility.
? Ensure timely budgeting, monitoring, variance analysis and reporting
? Ensure that Procurement Planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts
? Ensure the Unit's assets are managed, maintained and kept safely
? Weigh up financial implications of propositions and align expenditure to cash flow projections
? Prepare and control the budget.
? Evaluate and monitor all unit expenditure.
? Ensure that all expenses incurred by the unit are in line with the PFMA and accounted for.
? Ensure that there is expense control exercise within the unit.
? Reconcile unit monthly expenditure report received from finance.
? Manage the performance of subordinates in accordance with the policies and procedures of cidb
? Oversee the development of Personal Development Plans for subordinates and ensure implementation
? Discipline subordinate as and when necessary in accordance with cidb policies and procedures
? Oversee all media and public relations communication.
? Oversee the coordination of cidb dialogues.
? Guide the coordination of cidb's events calendar.
? Monitor cidb's communication subscriptions related to information sourcing (journals, newspapers, magazines).
? Strengthen cidb's engagement with the media and with policy-makers.
? Promote the mandate of the cidb in accordance with the Construction Industry Development Board Act.
? Establish an internal communications strategy in conjunction with senior managers.
? Facilitate internal communication to ensure that all employees have access to relevant information.
? Ensure organisational initiatives and projects are successfully communicated to employees and stakeholders.
? Ensure internal communications messages are consistent across all mediums and for different departments of the organisation.
? Advise senior executives of developments throughout the organisation, either face to face or through regular written communication.
? Leading the planning, layout and publication of cidb annual report, cidb newsletters and committee reports and ensuring the timing for their release reflects the projects best interests. ? Oversee liaison with media representatives from each cidb Provincial Branch for Provincial and Local Government news.
? Discuss sensitive material with standing Committee on Communication members.
? Oversee the writing of editorial and news items.
? Manage and maintain the corporate image of cidb.
? Manage staff responsible for event coordination activities.
? Oversee the coordination of events such as conferences, business meetings, employee events and virtual events.
? Monitor expenditure and budgets for events.
? Oversee the booking of venues and negotiation of fees.
? Ensure that invitations are sent out at appropriate times.
? Ensure all necessary arrangements are made for a specific event.
? Manage the event on the day
? Establish an external communications strategy in conjunction with senior managers.
? Facilitate external communication to ensure that stakeholders have access to relevant information.
? Ensure organisational initiatives and projects are successfully communicated to stakeholders.
? Ensure external communications messages are consistent across all mediums and for different segments of the stakeholders.
? Advise senior executives of communication developments and strategies, either face to face or through regular written communication.
