Role Overview The Civil Engineer (Specialising in Water) will lead technical audits of water meters (domestic, medium, large, and bulk) to support credit control initiatives. This role focuses on designing audit protocols, overseeing disconnections, conducting water drop tests, and compiling accurate billing reports. Working closely with other engineers and technicians, the role ensures compliance with municipal standards and contributes to Rihati Utility Services' mission of efficient and community-focused utility management.
Key Responsibilities
Lead audits of water meters for accuracy, tampering, and compliance with municipal regulations.
Design and implement protocols for water drop tests and disconnections to support credit control.
Compile detailed billing reports per site, integrating technical assessments for revenue recovery.
Supervise contractors and coordinate with credit control teams to ensure project efficiency.
Ensure compliance with South African water regulations, including the Municipal Finance Management Act (MFMA).
Troubleshoot technical issues related to water meter performance or system inefficiencies.
Provide mentorship to civil technicians and guidance to contractors on audit procedures.
Document audit processes and outcomes for municipal reporting and compliance.
Monitor project timelines to ensure timely completion of audits and disconnections.
Support Rihati's community-focused initiatives through technical expertise and stakeholder engagement.
Qualifications and Experience
Education: Bachelor's degree in Civil Engineering, with a specialization in water or hydraulics.
Experience:

Minimum 4-6 years in water utility projects, meter audits, or municipal engineering.
o
Experience with prepaid water meters or municipal contracts is highly desirable.
Certifications: Professional registration with ECSA (Engineering Council of South Africa) is preferred.
Technical Skills
Water Systems: Expertise in water meter technology, hydraulic testing, and leak detection.
Project Management: Ability to manage audit projects and oversee contractor operations.
Reporting: Proficiency in compiling technical and billing reports for municipal stakeholders.
Compliance: Knowledge of South African municipal water regulations and safety standards.
