Chief Risk Officer

About the position

PURPOSE OF THE JOB

• The Chief Risk Officer is expected to lead, coordinate, integrate and implement Risk,
  Compliance, Ethics and Legal activities within TCTA.
• The key requirement of this role is to ensure that TCTA operates at the highest governance levels
  and that risk is managed across the business on an integrated and ongoing basis.

Overall accountability and responsibility for the implementation of Legal, Compliance, Ethics and Risk Management responsibility within the organisation.

• Provide strategic direction in the management and implementation of the risk, compliance, ethics, and legal activities within TCTA. Ensure management and identification of enterprise-wide risk for TCTA, i.e., strategic,
• Oversee the development of frameworks, policies, and procedures (risk, compliance, ethics and legal) to ensure integration of these into the TCTA's operational and business processes.
• Ensure identifications of the primary and secondary legislation that are relevant and important to the TCTA's business, ensure timely communication to the business about the impact of changes, and ensure compliance are checked and reported
• Oversee the development of processes and procedures to assist management to comply with these legislations such as PFMA, Treasury Regulations and National Water Act, etc.
• Ensure management of legal risks emanating from TCTA business operations (projects, project finance, land acquisition and first line support). These are managed through litigation and preparation of water supply, implementation, funding, and construction agreements.

- Chair the Risk Forum to ensure identification of critical risks across TCTA to ensure appropriate action is taken at line level. Report to EXCO on the activities of the Risk Forum.
- Develop reports and appraise the relevant Board Committees on the status of the risks, ethics, compliance, legal and combined assurance within TCTA.

• Training, development, and management of staff within the division
• Development and maintenance of relationships with internal and external stakeholders.

MINIMUM QUALIFICATIONS REQUIRED
FOR THE JOB (2025 FRAMEWORK )
Honours
Honours (NQF 8) degree in Business Science
(Economics/Auditing/Accounting), Business Management
or Law, or an equivalent
ADVANTAGOUS QUILIFICATION Masters degree in relevant field such as Business
Science (Economics/Auditing/Accounting) Business
Management/Administration or Law.

12 years' work experience
5 years senior management experience (external

ADVANTAGEOUS EXPERIENCE Experience as an Chief Risk Officer
Experience in water sector and/or mega water
infrastructure development.
Experience in mergers.
