About the position
To lead and manage the full acquisition and tendering process, with a specific focus on the preparation, management, and adjudication of Bills of Quantities (BOQs) and Request for Proposals (RFPs), in compliance with relevant legislation, procurement frameworks, and engineering contract conditions. The role ensures the effective and efficient delivery of goods and services through sound quantity surveying principles and best-practice acquisition management. Key Performance AreasAcquisition Planning & Strategic SourcingLead the end-to-end acquisition planning process by liaising with user departments to understand their procurement needs and translate these into accurate, costed procurement plans. Review Demand Management reports for completeness and relevance, and assess proposed acquisitions for strategic and financial fit. Identify and pursue strategic sourcing opportunities to maximise value for money. Decide on the most appropriate market approach to achieve strategic sourcing objectives and implement best-practice procurement standards across the organisation. Prepare monthly procurement reports and keep user departments updated on the status of their acquisitions in line with the Procurement [URL Removed] of Quantities & Tender Document PreparationPrepare, review, and manage detailed Bills of Quantities (BOQs) in accordance with standard measurement conventions and project-specific requirements. Provide Supply Chain Management (SCM) guidance and support to line function managers in the preparation of Terms of Reference (ToRs), reviewing these for accuracy, completeness, and alignment with the company's needs. Analyse budget computations to assess realism and reasonableness, and prepare comprehensive bid and tender documents in accordance with requisition details and applicable legislation, including the PFMA, Treasury Regulations, CIDB conditions, GCC, EPC, NEC, and other relevant engineering contract conditions. Develop pricing schedules and activity schedules aligned to the ToR and all legislative requirements, including professional registrations and insurance covers. Review all commercial terms and conditions to secure the best possible outcome for the company while remaining fair and competitive for suppliers. Stay current with circulars from the DTI, National Treasury, and other organs of state that may affect ToR content and BOQ [URL Removed] Specification, Evaluation & AdjudicationManage and facilitate all Bid Specification Committee (BSC) processes for the approval of bid documents, advising committee members to ensure compliance with relevant legislation. Present tender documents to the Bid Adjudication Committee (BAC) for approval and conduct tender clarification and briefing sessions with prospective bidders. Consolidate and respond to all supplier queries arising from briefing sessions. Manage the functioning of Bid Evaluation Committees (BEC) for all tender evaluations, guiding members on effective and compliant evaluation processes to minimise the risk of litigation. Analyse evaluator scores and comments to identify discrepancies, consolidate evaluation results, and prepare, collate, and present BEC reports for approval. Present approved BEC reports to the BAC and address all queries raised. Draft and finalise concluding procurement reports, review all bid committee minutes, and ensure procurement files are complete and accurate. Conduct supplier debriefs with unsuccessful bidders, including the preparation of written responses, and manage conflict resolution between the company and suppliers where [URL Removed] Process Management & ComplianceManage the full bidding process from procurement initiation through to contract award, providing regular status updates to user departments throughout. Research and monitor legislative updates, including industry-specific requirements and relevant regulations, to ensure ongoing compliance within the tender process. Liaise with all relevant stakeholders to ensure alignment on processes and timelines that impact contract award. Provide documentation to internal and external auditors upon request and report regularly on tendering issues or challenges identified during the process. Manage, review, and coordinate the work of external SCM technical consultants conducting technical reviews and capability assessments for the BEC and BAC. A Bachelor's Degree in Quantity Surveying or Civil Engineering is required, with 7 to 9 years of working experience in a civil engineering environment or as a practising Quantity Surveyor, including at least 3 years in a middle management role. Demonstrated experience in the preparation and management of Bills of Quantities (BOQs) and tender specifications is essential.
