About the position

JOB TITLE: Finance Officer.
DEPARTMENT: Financial Management.
LOCATION: Cape Town.
Salary per annum: C3 - R277 983.00 per annum (basic salary)
Closing date: Wednesday, 28 June 2023 at 5PM.

PRIMARY PURPOSE OF THE JOB:
To provide a Payroll administrative function and performing financial management responsibilities to ensure the organization achieve its set objectives.

KEY PERFORMANCE AREAS:
KPA 1: Payroll Administration.
KPA 2: Payroll Accounting.
KPA 3: Month-end and quarter-end procedures.

KEY PERFORMANCE AREAS:

Key Performance Area (KPA)
Payroll Administration:

  • Administration and processing of VIP Payroll Function.
  • Database administration duties includes the management , maintenance and administration of all data & functions relating to SAGE Premier Payroll System
  • Process employee and council payroll payments on time and through the appropriate channels.
  • Supply all statistical data in order to compile all HR reporting documents.
  • Calculate and deduct appropriate amounts from payroll checks, employee benefits and other garnishments.
  • Oversee internal payroll and accounting audits on a quarterly basis.
  • Maintain valid accurate and current records of all payroll transactions.
  • Provide documents as requested from HR Manager.
  • Generate payroll reports.
  • Manage employee benefits and ensure accurate 3rd party payments.
  • Keep updated with changes in VIP system.
  • Resolve queries related to payroll.
  • Monthly VIP reports.
  • Reviewed monthly inputs files.

Payroll Accounting:

  • Payment of monthly salaries to employees.
  • Monthly submission of EMP201 on easy-file.
  • Annual & Bi-Annual EMP501 submission on easy-file.
  • Capture monthly payroll expenditure under the various budget units for programmed salaries.
  • Prepare and capture monthly payroll VIP payroll allowance journals against respective units.
  • Perform monthly reconciliation between VIP & ACCPAC accounting system.
  • Performing monthly VIP and EMP201 reconciliations.
  • Monthly VIP, EMP 201 reconciliation.
  • Monthly VIP, ACCPAC reconciliation.

Month-end and Quarterly Procedures:

  • Preparation of the monthly leave provision, monthly bonus provision and estimated Post employee medical benefit provision and recording in the ledger accounts.
  • Review control accounts and follow up on uncleared balances.
  • Prepare monthly reconciliations.
  • Accurate and correctly classified expenditure ledger accounts.
  • Monthly reconciled VIP, EMP 201 and ACCPAC report.

Financial activities:

  • Processing of invoices into the accounting system (Accpac).
  • Processing credit notes.
  • Proposing correcting journals.
  • Allocation of payments from the banking module.
  • Reconciling open purchase orders against processed invoices.
  • Updated Trial balance and General ledger.

JOB REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
SAGE VIP payroll and at least an Undergraduate degree in Accounting or equivalent qualification, and a minimum of 3 years' work experience as a payroll administrator and finance officer.

Other skills required:
Certified VIP Premier Payroll qualification.
Employment Act.
Public Finance Management Act (PFMA).
Accounting frameworks GRAP and GAAP/IFRS.
Accounting Packages - Accpac.

LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organisation.

NUMERICAL SKILLS:
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardisation exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LICENSES:
A valid Code EB (08) driver's license.

COMPUTER SKILL:
Computer literacy about the use of Excel, Word and Power Point and relevant Accounting Packages.
