About the position

Main purpose of the job:

  • To provide high-level financial planning and portfolio management support to the USAID COP and all cross-cutting activities to the Implementation Science including support programme leads
  • Specifically, to provide support on grants and contract management and reporting, human resource planning and management, and support for infrastructure planning and development and to support donor compliance reporting for the Implementation Science portfolio
  • This includes being responsible for efficient resource deployment and use, program accounting and financial reporting systems, cost-share and related reporting, and ensuring compliance with donor financial and accounting rules and regulations

Key performance areas:

  • Support the programmatic and financial integrity of the project, to achieve project goals, objectives, and targets
  • Work with finance and project staff to develop and track project budgets
  • Long-range financial, human resource, and infrastructure planning to ensure sustainability over grant cycles
  • Ensure compliance with WHC and Donor requirements – procurement, contractual, and administrative (service provider agreements)
  • Review and provide constructive feedback on all financial reports before they are sent out to the donor by the grants management team
  • Conduct financial analysis, and risk assessment to ensure effective project delivery
  • Ensure optimal use of staff through optimization of budgets across the division
  • Strategic budgeting and forecasting
  • Develop and maintain staff position trackers for the division and LOE planning for all grants to align close-out grants to incoming grants
  • Contribute to new business development by checking reasonability on proposal budgets
  • Keeping track of annual budgets and sustainability, monitor spending patterns to ensure credible utilization of funds
  • Support the development and follow-up of contractual agreements, permissions, and SLAs. Ensure submission to relevant parties
  • Provides guidance and recommendations based on resource usage, budget requirements, funding needs, organizational growth and shrink, opportunities, long-term plans, etc.
  • Conducts reviews to identify strengths and weaknesses and evaluate operational effectiveness, and in conjunction with WHC, develop and implement best practice policies, procedures, systems, and models, (e.g. grants management oversight model, indirect cost recovery model), to create an enabling and supportive operational environment
  • Management of sub-recipients and ensuring that their financial reports and supporting documents are in line with the donor rules and regulations
  • Support and offer necessary training to sub-recipients regarding any areas that might need strengthening for effective project delivery
  • Ensure compliance with donor reporting requirements and preparation of reports. Financial, compliance, HRID
  • Monitor expenditure and burn rate; Identify areas of over or underspend and assist with corrective action planning
  • Act as a liaison between the project and the grants management team
  • Prepare/coordinate donor reports with project managers to ensure smooth reporting to external stakeholders
  • Ensure timeous submission of financial/budget reports, via WHC Finance Staff
  • Coordinate all donor reporting schedules for efficient scheduling and review, including quarterly Joint Programme Planning Meetings, in coordination with technical, M&E and finance teams
  • Review monthly, quarterly, annual, and ad hoc reports according to program requirements to ensure completeness
  • Support the development/review of work plans and other strategic program documents to support the effective implementation of the project
  • Write and/or review technical components of materials and publications related to this USAID-funded HIV project and its development
  • Support compliance with multiple donor operational policies and regulations
  • Develop a portfolio information system that ensures standardization of procedures and ready access to information for staff to ensure high performance of teams
  • Develop and effectively manage relationships with external and internal stakeholders including DoH, DBE donors, partners, and relevant Wits RHI structures
  • Coordinate program activities with external agencies such as public health, NGO partners, regulatory bodies, donor monitoring and auditing agencies, and others as necessary
  • Maintain close communication with the Wits RHI M&E team to ensure adequate and regular reporting to provincial, DMT, and donors
  • Take ownership and accountability for tasks and demonstrate effective self-management
  • Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
  • Maintain a positive attitude and respond openly to feedback
  • Take ownership of driving your own career development by participating in ongoing training and development activities such as workshops, forums, conferences, etc.
Required minimum education and training:

  • A minimum Bachelor’s Degree in Finance, Business Administration, or a closely related field
  • A Master’s Degree is preferred (BCom Accounting or Business Administration)
Required minimum work experience:

  • A minimum of 8 years of progressively responsible experience in overseeing financial operations and management of large-scale, complex development activities in developing countries
  • A minimum of 5 years of experience overseeing the procurement administration and financial management and reporting of multiple donor-funded activity
  • Demonstrated working knowledge of U.S. Government financial and procurement rules and regulations
  • Demonstrated written, presentation, communication, and organizational skills in English
Desirable additional education, work experience, and personal abilities:

  • Comprehensive financial and contract operations experience
  • Knowledge of USAID donor regulations
  • Demonstrated MS Office skills including excellent MS Excel skills and familiarity with accounting packages
  • Track record of successful project planning and management experience
  • Sound track record of developing and administering effective organizational policies and procedures in diverse environments
  • Results-driven, with proven success in building strong, lasting relationships with managers, associates, and clients
  • Able to work independently
