About the position

Postion Summary:
The Supply Chain Manager will oversee the management of the SAEON’s SCM function to ensure efficient and effective service delivery in respect of procurement of goods and services, implementation of SCM prescripts, Policy, and Internal controls, bids and Contract Administration, research Infrastructure related bids and transformation including Supplier and Enterprise Development.

Key Responsibilities:

  • Responsible for ensuring best practices, standard of specifications and that the legislative compliance requirements are embedded in all aspects of the Business Units specifications with the primary focus on support and quality assurance of SCM specifications including quality assurance thereofDevelop and monitor SAEON’s SCM transformation targets and reporting to the Transformation Working Group, where necessaryAttend and support SCM Transformation Champion initiatives including regular meetings at business unit level to reflect on progress made on B-BBEE targets and to adjust business unit strategy accordingly
  • Monitor and track Procurement plan progress of SAEON and Facilitate Contract Pricing NegotiationsResponsible for Bid Adjudication committee / Corporate Executive/BPC/NRF Board submissions and quality assurance thereof prior to submitting to Corporate SCMImplement and drive strategic sourcing processes on strategic projects at SAEON ‘s levelParticipate in consultation with Corporate SCM in the development of effective Policies aligned with Legislation Develop and Implement supporting procedures and processesEnsure that all SCM Policies, processes, guidelines are adhered to in line with applicable SCM regulations and arrange all the necessary training and workshops with end users and Project ManagersMonitor and evaluate implementation of Policies, New Instruction Notes, procedure, and processesProvide multi – disciplinary team support (Provide SCM strategic and administrative support to end users/ Project Managers)Internal Stakeholder Reporting (ensure accurate management reporting and timeous submissions of monthly/ quarterly reports to Corporate SCM)
  • Management of the SCM staff members (Ensure that requests are timeously processed and workflow, facilitate an effective and efficient support in the SCM Department, Skills development, facilitate teamwork, develop performance standards and measure performance)
  • Engage with Auditors (External and Internal) and provide relevant required documents as per agreed timelines Prevent irregular expenditure and fruitless and wasteful expenditure

Minimum Qualification:
  • Honours Degree / Post Graduate Qualification / Professional Qualification / NQF 8

Minimum Experience:
  • 10-10 years
  • NQF Level 8: Honors Degree in Supply Chain Management or related fieldCIPS Registration will be an added advantage

Experience:
  • Minimum of 10 (ten) years’ working experience in Procurement/ Supply Chain Management with at least 5 (five) years’ experience at a managerial level in a medium to large organizationProcurement Experience in Science/ Research and Academic Environment

Knowledge:
  • Comprehensive knowledge and understanding of SCM best practicesComprehensive understanding of legislation/prescripts (e
