Job Purpose:

  • To plan, conduct and control in-depth forensic investigations into wilful acts ofserious tax and duty evasion and fraud in relation to all legislation administered by the Commissioner for SARS
  • Changing of economic climate, priorities and unanticipated events requires the investigator to adapt to special investigation projects, resources and plans quickly and maintain the legal integrity of investigation and prosecution programs.
  • To assist the Manager in meeting the team's deliverables.

Duties:

  • To independently plan, co-ordinate, control and investigate reported wilful acts of non compliance of all legislation administered by the Commissioner for SARS relating to matters of serious tax evasion or duty; organized crime syndicates, special projects as well as matters of complex in nature (Level C)
  • to carry out investigations at this level expeditiously and within set action plans and time frames
  • Provide assistance to other functional areas within SARS as and when the need arises.
  • Provide assistance to other law enforcement agencies as and when required, within the mandate of the SARS administered ACTS
  • To portray and convey a professional image of SARS through accurate, objective and thorough investigations.
  • Provide the Manager with information and advice to assist in the achievement of operational objectives and the development of plans in terms of the work content performed at this level.
  • To liaise with informers and possible witnesses in order to gather information in connection with tax evasion.
  • Adhere to all SARS policies and procedures e.g. disciplinary code, leave policy, etc.
  • Mentoring and coaching investigators on (level A and B type of work)andfacilitate transfer of skills to colleagues
  • Participate in projects and other work as required, including dealing with highly sensitive cases in which the case involves special interest case criteria (SIC).
  • Assist Manager with administration tasks as and when required.
  • Conduct investigations within acceptable quality norms required and assist with quality inspection process on cases.
  • Produce reports for relevant stakeholders and answer enquiries related to investigation conducted.
  • Identify and escalate significant cases and issues.
  • Meet operational targets.
  • Assess risks and prioritize investigations in accordance with program or project objectives.
  • Interact with taxpayers on case related issues.
  • Appear as a witness in court and attend to court proceedings as and when required in the Regional or High Court and the Supreme Court of appeal.

Knowledge:

  • A thorough understanding of investigative techniques and methods including proven ability to interview, interrogate, take statements and liaise with other law enforcement agencies
  • In-depth knowledge of all the Acts administered by the Commissioner for SARS
  • A satisfactory understanding of the legislative framework surrounding investigations.

Skills:

  • Excellent report writing skills
  • Proven ability to detect, analyze and report information for the purpose of prosecutions under the above mentioned acts and for the purpose of recovery of debt and assets
  • Analytical problem solving & Risk analysis.
  • Good communication skills, verbal and written
  • Good relationship management skills
  • Ability to obtain knowledge of other matters related to commercial crime eg. white collar crime, exchange controls, insolvencies, money laundering, etc.

Education and Experience:

  • A degree in Accounting,LLB qualifications or B Tech in Forensic Investigations
  • An appropriate Higher Diploma in Forensic investigation or Criminal Justice & Forensic Audit/ Investigations or, Tax
  • Plus at least 3-5 years Relevant experience in a comparable environment
  • Customs and Excise Experience will be an advantage

The ideal candidate will have the following competencies:

Ability

Experience

  • Sound experience in Customs and Excise.
  • A degree in Accounting, LLB qualifications or B Tech in Forensic
